- Notice of Intent to Award a Sole Source Contract / Order: This notice of intent is not a request for proposals. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The United States Holocaust Memorial Museum (hereafter USHMM) hereby provides notification of its intent to award a sole source order to: Crimson Hexagon for its Consumer Insights Platform. The USHMM has a need for a platform that will help: Identify and glean insights for the Museum's growing social media presence. Learn more about the motivations and interests of emerging adults (17-30 year olds). This is a primary target audience identified by the Museum as a strategic priority to: Engage with and develop as a growing pipeline of youth who understand the causes, events and consequences of the Holocaust Teach them how to recognize the importance of Holocaust history and its lessons about human nature and societies Inspire them to take an active role in confronting divisions that threaten social cohesion More accurately and proactively research and plan for participation in conversations from diverse audiences, as well as establishing and nurturing relationships Provide deeper analysis of target audience participation in conversations relevant to our mission With the creation of dashboards that will demonstrate through data our reach/resonance and provides learnings to guide messaging and content. This service will help us match trends in conversation to marketing activities that analyze which conversation segments and exhibits drive social engagement. This requirement is critical towards expanding, diversifying and more effectively engaging the Museum's audiences as well as sustaining the institution's financial future - two core Museum strategic goals. Based on market research USHMM believes that Crimson Hexagon Social Analytic Platform is the sole source to provide a solution with the following minimum requirements: Data Library: Access to a minimum of ten (10) years of historical data. Data Consumption Model: Unlimited data consumption. Social Media Analysis Methodology: At a minimum the solution must utilize a human trained machine learning algorithm which has been validated to produce results with a high degree of correlation to human hand coded results.
