- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project entitled Forest View Section 205 Flood Risk Project, which is located in the Ottawa Trail Woods, Village of Lyons, Cook County, Illinois. Note, the closest postal address for the Ottawa Trail Woods is the North Parking Area, 7401 Joliet Road Lyons, Illinois 60534. PROJECT INFORMATION: Under the Contract documents, the Contractor will be required to make levee repairs that would maintain a minimum 3H:1V side slope to allow for levee stability as well as access for maintenance and inspection. A minimum 12 foot crest width would be established along the levee. In addition clearing of trees from the levee alignment will be required, and trees would also be removed from the toe on both sides of the levee. ACQUISITION INFORMATION: Competition for this acquisition is 100% Set Aside for Small Business Concerns. The Classification Code for this procurement is North American Industry System Code 237990, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is between $5M and $10M. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available at the aforementioned Internet site on or about 01-AUGUST-2018, with bids due on or about 04-SEPTEMBER-2018. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must have an active registration at the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov.
