- NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The Department of Health and Human Services (HHS), Assistant Secretary For Preparedness and Response (ASPR), Office of Resource Management (ORM), Contracts and Grants on behalf of the Office of External Affairs, Division of External Stakeholder Engagement, intend to award a sole source Firm-Fixed-priced (FFP) contract to the only certified professional organization, National Academy of Sciences (NAS), Institute of Medicine (IOM) for the Forum on Medical and Public Health Preparedness for catastrophic events, at 2101 Constitution Avenue, N.W., Washington, DC 20418-0007 for the continued membership support services of the ASPR to participate as a member on the NASEM Forum on Medical and Public Health Preparedness for Disasters and Emergencies. The NAICS code for this procurement is 541618 with a small business size standard of $15.0. HHS/ASPR/ORM anticipates negotiating and awarding a FFP contract to National Academy Of Sciences for this requirement in the fourth quarter of FY2018. This contract will fulfill the requirements of the Office of External Affairs, Division of External Stakeholder Engagement. The proposed contract is for services for which the Government intends to solicit and negotiate with one source under the authority of 41 U.S.C. 25, FAR 6.302-1, Only One Responsible Source and No Other Supplies Or Services will Satisfy Agency Requirements. Interested persons may clearly and unambiguously identify their interest and capability to respond to the requirement in writing on or before the response date for this notice. However, no award will be made on the basis of any quotation/proposals or other information received in response to this notice since this is a notification of intent to acquire and not a request for competitive quotes/proposals and no solicitation will be issued. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition procurement. The Period of performance for this action is from date of award through September 29, 2019 with two one-year option periods ending September 29, 2021.
