- The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), MD 21005, intends to solicit and award a 1-year (12-month) Cost-Plus-Fixed-Fee (CPFF) contract, with total estimated value of $3M-$4M. This action is intended as a directed (sole-source) Historically Under-utilized Business Zone (HUBZone) small business award to Freealliance.com LLC of 113 East Market Street, Suite 120, Leesburg Virginia 20176-3112, (CAGE Code 6P8F3). This contract award will be made in accordance with FAR 6.302-5 and 10 USC 2304(c)(5), Authorized or Required by Statute, in accordance with the HUBZone Act of 1997. This requirement is for software engineering and support services for the Army Food Management Information System (AFMIS). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. ~~~~~~~~~~ Update 13 September 2018 ~~~~~~~~~~ Following the 30 July 2018 synopsis, HUBZone small businesses came forward that had not responded to the earlier AFMIS requirement market research sources sought notification. These HUBZone small businesses submitted the same information as prompted by the original sources sought notification, and received the same evaluation for capability to perform. The result is that additional interested and technically capable HUBZones were identified. On this basis, the earlier synopsized J&A is invalidated, and the directed (sole-source) HUBZone award it supported has been canceled. Based upon the two (2) remaining weeks left in the federal Fiscal Year 2018 (FY2018), and the inability to complete a competed HUBZone contract award in this time frame, the AFMIS requirement is hereby withdrawn as a HUBZone set-aside. (Note: The "Response Date" set by FBO is a required data input, and no response is sought for this announcement.)
