Description
The United States Government intends to award a succeeding lease using other than full and open competition for the Transportation Security Administration for an existing expiring lease expiring on 12/21/2018. This justification applies to all TSA continuing need requirements for support and administrative work space that are required to be on or near airport property in Colorado Springs, CO. The TSA space is currently within a close proximity of the airport for TSA to effectively carry out its mission. The Colorado Springs market was determined to be an amenable location for the continuity of operations of TSA programs. The current location has redundant power and IT security measures to ensure communications and mission operations. Any offered space must provide these requirements at a cost that can economically provide TSA space without TSA bearing the duplicative costs and efforts that have already been invested and no downtime. TSA will evaluate all offers from other lessors that can economically provide TSA space that meets all of the requirements. This is a 24/7 operation and Parking must be provided within the rental rate at a minimum of 4 space per 1,000 sq. ft. leased. The Government requires office and related space yielding a minimum of 64,895 ANSI/BOMA office area, with dedicated parking spaces as mentioned in the prior paragraph. The space must be located within the Colorado Springs Central Business District. The building must have a loading dock and freight elevator for deliveries. The lease shall include all services, supplies, utilities, partitioning and tenant alterations must be included as part of the rental consideration. Due to mission critical duties, the space must be accessible by major arterial roads and/ or public transportation systems to COS Airport. Additional requirements are to have sufficient parking for visitors, and the ability to house the 24-hour / & days a week operations within the space. The Government may consider alternative space if economically advantageous; otherwise the Government intends to pursue a sole source acquisition. All offers should be aware that the Government will consider the cost of moving, security and alterations, etc., when deciding whether it should relocate. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TSA will not reimburse for any costs incurred by interested parties in providing a notification of interest and/or capability statement in response to this posting. To submit a location for inspection, contact this office by 4:00PM EST Friday October 12th, 2018. (Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space.) WRITTEN EXPRESSIONS OF INTEREST MUST INCLUDE THE FOLLOWING: Building name and Address, Rentable and Usable Square Footage, Fully Services Rental rate and Common Area Factor, available parking, and Building Floor Plans.
