Description
Statement of Work. **This is a request for information only** S3 (Sacom Space Services) is a contractor for NASA so award will be made through S3 but work would be completed at NASA/Stennis Space Center, MS. This notice is purely for information purposes only - to find out if there are any companies, preferably close to Stennis Space Center who could perform this work. STATEMENT OF WORK STENNIS SPACE CENTER EQUIPMENT PROJECT 1.0 INTRODUCTION 1.1 The following describes a scope of work to be performed for Syncom Space Services (S3) at Stennis Space Center (SSC). 1.2 Propose a firm-fixed price to provide all labor and applicable resources to validate all equipment inventory/assets by Building/Location at Stennis Space Center as is more fully defined in the Statement of Work below, Section 2.1. Coordination with occupants and Building Managers is essential. Be prepared to make your hours flexible to accommodate customers if requested. The subcontractor is required to bring all necessary equipment and tools to perform the work, shall be in good working condition, and shall be used for the purpose for which they were intended. If the subcontractor's equipment or tools are found to be defective, the subcontractor shall remove them from the site and repair or replace them. At S3's option, the subcontractor may be required to submit in advance of admission to the site, a list of the subcontractor's tools, parts, and equipment to be brought onto the site by the subcontractor. 1.3 The subcontractor will be provided with all required personnel and vehicle badging access by the Logistics and/or Property Department. Upon contract award, the subcontractor must provide a list of service personnel (name, citizenship, etc.) and vehicles requiring badging. Please note that all subcontractor personnel must be U.S. citizens. 1.4 SECURITY ACCESS - the subcontractor and its personnel must present the following at the SSC Visitor Control / Badging (Building 3101 Lobby) for access: The Department of Homeland Security (DHS) announced on December 20, 2013, a phased enforcement plan for the REAL ID Act (the Act), as passed by Congress. The REAL ID Act "set standards for the issuance of sources of identification, such as driver's license." The Act established minimum security standards for license issuance and production and prohibits Federal agencies from accepting for certain purposes driver's license and identification card from states not meeting the Act's minimum standards. As of July 21, 2014, all federal agencies are required to adhere to the requirements of the REAL ID Act of 2005, Phase Two: all federal areas where an ID is normally presented for access and for nuclear power plants. Access control points at NASA facilities can no longer accept a state-issued driver's license or identification from a non-conformant state to issue a non-escorted visitor badge. For a list of current non-conformant states, please visit the DHS website. Note: states that have Enhanced Driver's License with an American Flag on them are acceptable for use. Visitors from a non-conformant state must provide the following alternate forms of identification before they can be issued an unescorted visitor badge:  Federal employee badge  NASA non-PIV Center-specific badge (excluding visitor badge) issued by another NASA Center  Passports  Military identification cards  Enhanced Driver's License  U.S. Coast Guard Merchant Mariner Card  Native American tribal document  TWIC  School identification accompanied by one of the following:  Social Security Card, unless the card includes one of the following:  NOT VALID FOR EMPLOYMENT  VALID FOR WORK ONLY WITH INS AUTHORIZATION  VALID FOR WORK ONLY WITH DHS AUTHORIZATION  Certification of Birth Abroad issued by Department of State (Form FS-545)  Certification of Report of Birth issued by Department of State (DS-1350)  Original or certified copy of birth certificate issued by State, county, municipal authority, or territory of the United States bearing an official seal  U.S. Citizen ID card (Form 1-197)  Identification Card for Use of Resident Citizen in the United States (Form 1-179)  Employment authorization document issued by the Department of Homeland Security Visitors from a non-conformant state that are unable to provide the alternate forms of identification will be issued an escort required visitor badge. The escort must be a U.S. citizen and have a NASA PIV smartcard, USDA smartcard, federal smartcard issued by another Federal Agency that has been registered into IdMAX, CAC or NASA non-PIV Center-specific badge. The visitor will be required to be escorted at all times by the escort. A visitor cannot be an escort. The non-conformant state issued identification can be used as a form of identification for PIV enrollment. 1.5 VEHICLE ACCESS - the subcontractor and its personnel must present a valid driver's license with photograph to access the facility and must possess the state minimum vehicle insurance coverage. If asked, subcontractor and its personnel must show tangible proof of the state minimum vehicle insurance coverage. 1.6 The subcontractor must carry and provide proof of workman's compensation and liability insurance coverage for duration of the contract and comply with the terms and conditions of S3. 1.7 The subcontractor shall ensure that their sub-tier contractors, if any, will comply with the terms and provisions of the contract. 1.8 The subcontractor shall provide a Point of Contact (name, phone #, address, electronic mail address) for all contract and scheduling issues. 2.0 STATEMENT OF WORK 2.1 Provide all labor and material to perform a validation and/or reconciliation of approximately 23,929 pieces of equipment inventory (hereinafter referred to as "assets"). Such assets include, but are not limited to chillers, condensors, air compressors, AHU's etc. The validation and/or reconciliation shall be conducted by building/location as follows: a. Subcontractor to review all applicable data provided by S3 prior to the execution of the scope which will consist of the following: i. Maximo report of all assets in Excel format; ii. SAP report identifying 8,296 NASA owned and 634 subcontractor owned assets. The report will consist of two (2) separate lists in Excel format: 1. Equipment valued over $5,000 and/or included on the "sensitive" list; and 2. Equipment valued below $5,000 and not included on the "sensitive"; iii. A list of assets that have been disposed of for reference in Excel format; iv. A list of all buildings/locations of assets and map of SSC. There are no more than 101 buildings; however, the final list provided by S3 will have an accurate count after deducting any buildings that were recently demolished, or which may be in the process of demolition. b. Remove and replace RFID on each asset with a property tag, if required c. Create a property tab, if required d. Add an inventory mark to each asset as validated/reconciled (it can be a year or color dot or equivalent, but must be approved by S3) e. Update each asset with the following: i. correct property tag, ii. manufacturer name, iii. model number, iv. serial number, v. location, vi. end user, vii. status, and viii. date inventoried 2.2 As subcontractor collects data, subcontractor shall submit that data to S3 on a weekly basis in Excel format to the appointed S3 representative to be identified at award. 2.3 RFID tags will be provided by S3; however, all other tags will be provided by subcontractor and shall be weather proof, but approved by S3 prior to use. 2.4 All tags shall be barcoded labels. 2.5 Subcontractor shall work with S3 IT department to provide a final summary document of all assets reconciled in Excel format; 2.6 Subcontractor shall provide period of performance to include start date and completion date as well as identification of the number of subcontractor personnel required to be on site for the duration of the project. 2.7 Subcontractor personnel must be U.S. Citizens and able to get clearance to work on the SSC site. 2.8 Subcontractor shall provide at least two (2) references for past performance on this type of scope and include a list of any unique projects. 2.9 EVALUATION CRITERIA - Award to subcontractor will be based on Best Value. The six (6) components to be considered for evaluation, at a weighted score for each and cumulatively totaling 100%, are (1) Price; (2) References; (3) Technical Approach; (4) Safety Plan; (5) IT Communication; and (6) Period of Performance. Below are the respective weights for each component under evaluation and a description of same: 2.9.1 Price (25%)  Evaluation of price will be based on comparison of all offers received. Offers that fall excessively below or above the established competitive range will be deemed as an indicator by S3 that the offeror may not fully comprehend the contract scope and may be subject to disqualification. 2.9.2 References (10%)  S3 will check references provided by subcontractor for past performance 2.9.3 Technical Approach (15%)  Describe in general terms how the Offeror will approach the effort for this project. The narrative should include, but not limited to, consideration of the following: o How the effort will be managed. o Discuss the company's safety program. o Describe any unique capabilities and /or qualifications. o Discuss any additional pertinent information. 2.9.4 Safety (15%)  Discuss company safety plan as it relates to this project scope 2.9.5 IT Communications (10%)  Discuss company's ability to provide data in Excel format to meet the needs of S3's Information Technology (IT) department as well as ability to interface with Maximo, if required 2.9.6 Period of Performance (25%)  S3 will take into consideration the period of performance proposed by Subcontractor and assess the reasonableness of same against the scope of the project 3.0 CERTIFICATIONS, QUALIFICATIONS AND OTHER REQUIREMENTS 3.1 All personnel of subcontractor must be qualified to perform work per the requested scope. 3.2 ENVIRONMENTAL SERVICES - Work shall be in compliance with all applicable Federal, state, and local laws, permits and permit conditions, Presidential Executive Orders, NASA Policy Directives, NASA SSC/ MSFC Procedural Requirements, and S3 Procedures, plans, and work instructions, including but not limited to those listed specifically in the Statement of Work found in Section 2.1 above. 3.3 HEALTH AND SAFETY SERVICES - Work shall be in compliance with all applicable OSHA, state, local safety regulations and requirements as well as NASA SSC/MSFC Procedural Requirements. All companies must also have their own safety and health plan that is approved by S3, or confirmation that they will follow S3's plan and agree to be an active participant in our OSHA VPP (Voluntary Protection Program) Program. 3.4 FOD TRAINING - RESERVED 3.5 SAFETY PLAN ASSESSMENT (SPA) - Prior to the start of any work, the subcontractor will be required to complete a SPA or equivalent which outlines hazards, safety equipment and procedures, etc. 3.6 ADDED SCOPE - The subcontractor shall contact the designated S3 representative/Technical Monitor/Project Manager for this contract and the contract officer for approval before performing any work not covered by this contract. S3 shall have the option to deny the additional work, open a new Purchase Order, or amend the existing contract for the additional work. Any deviations from the requirements or procedures contained in this contract and its supporting documents must be pre-approved in writing by the S3 representative and contract officer. 3.7 WORKING HOURS - Subcontractor will honor S3 working hours and holidays. All work will be performed during standard, non-overtime hours, unless requested and approved in advance by the representative/Technical Monitor/Engineer/Project Manager, and/or as is specified in the subject Scope of Work. 3.8 CONFINED SPACES - RESERVED 3.9 HOT WORK PERMIT - RESERVED 4.0 PERIOD OF PERFORMANCE 4.1 Contract period of performance will be from subcontractor's acceptance of a Purchase Order until the verification of job completion by the Logistics/Property Department; however, all work shall commence on site no later than fifteen (15) days after date of award with the soonest completion date identified by vendor. 5.0 DESIGNATED WORK AREA 5.1 The subcontractor and subcontractor personnel must remain in the designated work area, job site, or such other areas as may be approved (e.g., cafeteria, restroom, etc.). No wandering around will be accepted. Subcontractor shall contact the S3 Technical POC a minimum of three (3) days prior to the anticipated start date to determine what specific areas will need to be accessed and whether or not escorts will be required. 5.2 Contractor personnel performing work within designated NCAA Security Areas ("Zone 1") must be escorted at all times.
