Site Map - Scranton USARC for Snow Removal Solicitation W15QKN-18-R-1050 Snow Removal in Scranton, PA 18509 SF LLL - Disclosure of Lobbying Activities The ACC-NJ anticipates releasing a solicitation to be published in the Federal Business Opportunities (www.fbo.gov), on or about 13 September 2018. The solicitation will result in a FIRM-FIXED-PRICE contract with a period of performance of one 12 month base and four 12 months options years. This pre-solicitation notice is for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. The Army Contracting Command - NJ Fort Dix, New Jersey intends to issue a Request for Quote (RFQ) W15QKN-18-R-1050 for the Snow and Ice Removal Services at Scranton United States Army Reserve Center (USARC) located at 3401 Olyphant Avenue, Scranton, PA 18509 as specified in the Performance Work Statement (PWS). This requirement is open to 100% small businesses. The associated North American Industry Classification System (NAICS) code is 561790 with a small business size standard of $7.5 Million. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. BROAD DESCRIPTION of WORK: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the listed requirements as defined in the Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform to the standards of this PWS that includes snow and ice removal services for Scranton USARC located at 3401 Olyphant Avenue, Scranton, PA 18509. See the attached draft PWS and site map. The proposed contractor must be registered in the System for Award Management (SAM) prior to awarding of any contract resulting from this solicitation. A contractor can contact SAM by calling 1-866-606-8220 or locate registration information at www.fsd.gov. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices subject to payment by the Defense Accounting and Finance Office shall be submitted through the Wide Area Work Flow website. You can register at https://wawf.eb.mil/. INSTRUCTIONS TO OFFEROR This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The purpose of this solicitation is to procure Snow and Ice Removal Services in support of the 99th Regional Support Command (RSC). Snow and ice removal services, inclusive of providing a clean workplace free of snow and ice is required at the Scranton United States Army Reserve Center (USARC) located at 3401 Olyphant Avenue, Scranton, PA 18509 (PA162). 2. The Government intends to award a single, firm-fixed-price (FFP), requirements contract. The period of performance for this effort shall consist of a 12-month base period and four, 12-month option periods from date of contract award. These estimates are not a representation to an offeror or contractractor that the estimated quantities will be required or ordered, or that conditions affecting the requirement will be stable or normal. 3. See Federal Acquisition Regulation (FAR) Clause 52.212-1, "Instructions to Offerors -- Commercial Items" and FAR 52.212-1, Addendum for additional information. 4. See FAR Clause 52.212-2, "Evaluation -- Commercial Items" and FAR 52.212-2, Addendum for additional information and evaluation criteria. 5. A Site Visit is available upon request. All requests shall be submitted via email to the Contract Specialist and the Regional Facilities Operations Specialist (RFOS) listed below no later than 10:00AM EST on 17 September 2018. 6. All questions regarding this solicitation shall be submitted via email no later than 4:00PM EST on 18 September 2018 to Jasmyne Peterson, Contract Specialist at jasmyne.c.peterson.civ@mail.mil and Raina Derrick, Contracting Officer at raina.m.derrick.civ@mail.mil. 7. COMPLETING A QUOTE FOR SUBMITTAL a. The Offeror shall provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the proposal and who can contractually obligate the company. b. The Offerors shall submit a price for each FFP Contract Line Item Number proposed for the base period and option periods on the Standard Form (SF) 1449 Continuation Sheets of the solicitation. Offerors are required to submit a signed SF1449 (Blocks 30a and 30b). c. Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY * UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the offeror shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price 8. Standard Form LLL, "Disclosure of Lobbying Activities" shall be completed and returned with offer. 9. All services shall be performed in accordance with the Performance Work Statement (PWS). 10.
