- The Defense Logistics Agency, Troop Support, Philadelphia, PA Medical Directorate intends to award a Firm-Fixed Price, Sole Source Purchase Order under the authority of FAR 13.106-1(b) to GSL Solutions, INC., Vancouver, WA 98683-3841 for the procurement of 3 GSL Intellicab Cabinets with associated software & hardware to be delivered and installed at the Fort Jackson PX Pharmacy. Market research was conducted in July, August, and September 2018. The 3 Intellicab Cabinets must interface with the existing Point of Use system already in place at Fort Jackson PX Pharmacy. The only entities that could connect to the GSL Point of Use system would be GSL or an authorized competitor/distributor that has an agreement with GSL to connect equipment to the proprietary software/equipment in place. DLA Troop Support reached out to GSL and inquired if GSL has an agreement in place or would be willing to enter an agreement to allow a competitor to connect their "smart" cabinets and software to GSL's existing system. GSL responded that they do not have an agreement nor would they enter an agreement to allow a competitor to connect to their proprietary software/existing system. Additionally, any solution that could be considered would have to have an Authorization to Operate (ATO) and an Authorization to Connect (ATC) to the Fort Jackson Network. GSL has the ATO/ATC to connect their software to Fort Jackson's network. There are no vendors that have an agreement with GSL to connect to an existing GSL proprietary system and there are no known authorized distributor with permission to not only sell, but install GSL equipment. This creates a sole source situation. The purchase order for these supplies will be placed on a sole source basis with GSL Solutions as the following circumstance in FAR 13.106-1(b) applies: only one source is capable of providing the required item that meets the essential characteristics. The estimated value is 190,000. Anticipated award date is September 26, 2018. This notice is not a request for competitive quotes; however, all responsible sources and interested parties may identify their interest and capability by submitting technical data for this requirement by the closing date and time of this announcement posting to Timothy Joyce at timothy.joyce@dla.mil. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement orally in accordance with FAR 13.106-1(c), thus no written solicitation will be issued.
