- Notice of Intent SSJ Statement of Work Solicitation Military Sealift Command (MSC) Ship Support San Diego intends to award a Firm-Fixed Price (FFP) contract. The contract's Period of Performance (POP) is 17 September to 28 September 2018. The proposed contract action, for which the Government intends to solicit under authority of FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i), is to provide the services for an authorized Sperry OEM Technical Representative to provide support to ship's force during in port and underway testing for the SMART Inspection for the Integrated Bridge System (IBS) on the USNS AMELIA EARHART. The Original Equipment Manufacturer (OEM) Technical Representative is Northrop Grumman Sperry Marine. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MSC Point of Contact: Virgil Outzs at email: virgil.l.outzs@navy.mil no later than (3:00 PM PST) September 14, 2018 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
