- Sole Source Justification and Approval The Office of Naval Intelligence intends to negotiate solely as prescribed in the Federal Acquisition Regulation (FAR) Part 13.106-1(b)(i), with National Maritime Law Enforcement Academy (NMLEA). The contractor shall develop and host one (1) online training course for Maritime Analysts to promote maritime information sharing and intelligence integration. Reference the attached Justification and Approval for Other Than Full and Open Competition. This is not a Request for Quote (RFQ) or solicitation. This is a special notice to notify the general public of the Government's intensions that the Government intends to award a Firm-Fixed Price (FFP), sole source purchase order to NMLEA. The North American Industry Classification System (NAICS) for this requirement is 541519 and the size standard is $27.5M. All responses received within ten (10) days after date of publication of this notice will be considered by Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 12:00 PM Eastern Standard Time (EST), 24 Sep 2018, to the point of Karen.b.langdon@navy.mil.
