Description
CONTRACT DATA REQUIREMENTS LIST PACKAGING TRANSPORTATION FIRST ARTICLE RFQ FOR FA8526-18-Q-0178 This requirement is for a firm-fixed price contract with three (1) year options for nonmetallic hose assembly; NSN: 4920-013054613BA; P/N 17G460015-1. The basic is for quantity of one (1) each (includes first article), test plan (1 lo), and test report (1 lo). The three (1) year options are based on quantity range of 1-2 each. A pneumatic vacuum cleaner, P/N 747-04 (SERO 460014) is used to depuddle a fuel tank prior to performing maintenance on the tank. Depuddling is the removal of residual puddles of fuel which remain after defueling and purging. A pneumatic vacuum cleaner is mounted on a mobile chassis and can be located in proximity of the fuel tank to be serviced. The distance to the top of the wing (where access ports for fuel tank entry are located) is approximately 25 feet (inboard tanks). The length of fuel tanks 2 and 3 is approximately 22 feet with a maximum width of 18 feet. Fuel tanks 1 and 4 are approximately 44 feet long with a maximum width of 17.5 feet. Fuel tanks 1 and 4 have access ports on the top where the wing section is thick and bottom access ports near the end where the wing section is thin. The pneumatic vacuum cleaner is equipped with a 25 foot length suction hose, having a 3/4 inch MPT fitting at the open end. The hose length is too short to permit complete access to the fuel tanks without requiring additional relocation of the vacuum cleaner chassis. A means is required at the organizational and depot levels of maintenance to extend the reach of the pneumatic vacuum cleaner an additional 50 feet without relocating the vacuum cleaner chassis during depuddling of any single fuel tank. Access to the bottom access port can be provided by P/N 47362445-1, maint. platform, SERD (010023). This requirement will be a set-aside for small business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible small business sources may submit a proposal to be considered by the contracting agency. The government will utilize the past performance information retrieval system (PPIRS), excluded parties list system (EPLS), and other government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. We anticipated release of the RFQ on or around 13 September 2018 with an estimated response date of 12 October 2018. The RFQ and all attachments will be posted to the federal business opportunities webpage (http://www.fbo.gov/).
