- Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of hay to support daily feeding of wild horses and burros (WH&B) at the Canon City, Colorado WH&B Facility. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0618B0007 is being issued as an Invitation for Bid (IFB). This solicitation will utilize the policies contained in FAR Part 14, Sealed Bidding in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100 effective August 22, 2018. (iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 111940, Hay Farming, with a size standard of $750,000.00. (v) See the attached Statement of Work document for detailed requirements (Attachment 1). The pricing sheet to be completed and returned with your bid is provided as a separate document (Attachment 2). (vi) The items to be acquired through this combined synopsis/solicitation are hay for the Canon City, Colorado WH&B Facility. (vii) Performance location is detailed in the attached SOW (Attachment 1). (viii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Potential bidders shall read and comply with all of the requirements. Attachment 4 provides additional instructions to offeror/bidders. (ix) This acquisition is being solicited using FAR Part 14, Sealed Bidding. The basis of award will be Lowest Priced Bid. The award will be made to the responsive, responsible bidder whose bid, conforming to this invitation for bid that is the most advantageous to the Government, considering the total evaluated price. To be eligible for award, the bidder must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the bidder being ineligible for award. (x) Offerors/Bidders shall include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with their bid. Bidders with an active System for Award Management (SAM) registration shall ensure that their Representation and Certifications in SAM are up to date. If a bidder does not have an active SAM registration they shall complete FAR clause 52.212-3 and include it with their bid submission. (xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition, see Attachment 3. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. See Attachment 3, FAR Clause 52.212-5 for additional information. (xiii) Additional clauses that apply to this acquisition are provided at Attachment 3. These clauses will be incorporated into the successful offeror/bidders' contract award. Additional provisions that apply to this acquisition are provided at Attachment 3. These provisions are incorporated into this solicitation, but will not be incorporated into the successful offeror/bidders' contract award. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Bids are due no later than September 17, 2018 @ 10:00 a.m. MT. Bids shall be submitted in accordance with the instructions in Attachment 4. Interested parties may submit questions relating to this solicitation via electronic mail to the Contracting Officer, Theresa Coffenberry @ tcoffenberry@blm.gov and are due no later than September 14, 2018 10:00 a.m. MT.
