- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number 1332KQ18QNEEG0035 is issued as a request for quotation. The resulting purchase order shall be a firm fixed price. This requirement is a small business set a side. The North American Industry Classification Code (NAICS) is 811212 and the Small Business Size Standard is $27.5M. The National Oceanic and Atmospheric Administration (NOAA), NESDIS, has a requirement to purchase IBM Storage Maintenance. Reference the attached statement of need. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.232-1, Payments, 52.243-1 Changes - Fixed Price. Department of Commerce (DOC), Commerce Acquisition Regulations (CAR) clauses: CAR 1352.209-72 Restrictions Against Disclosure, CAR 1352.209-73 Compliance with the Laws, CAR 1352.209-74 Organizational Conflict of Interest, CAR 1352.233-70 Agency Protests, 1352.233-71 GAO and Court of Federal Claims Protests, CAR1352.246-70 Place of Acceptance, CAR 1352.215-74 Best Value Evaluation. Instructions for Vendors Vendors responding to this requirement shall provide pricing for all the products listed. Basis for Award Award will be made to the Contractor offering the best value to the Government, in first meeting the technical requirement and then price. All responsible vendors that can meet the requirements and provide the items as listed above may respond to this solicitation addressed to Jay Parsick, Contract Specialist, National Oceanic & Atmospheric Administration, (NOAA) to be received no later than September 17, 2018, at 3:00 pm, local time. Failure to provide all information as requested to aid in the evaluation may be considered non-responsive without any other consideration and rejected without written notification.
