Please refer to the SF33 and all attachments. Offerors are cautioned to read the entire RFP package (descriptions, terms and conditions, attachments, etc.). All documents will be made available through this posting on Federal Business Opportunities and Offerors are encouraged to check this posting regularly for any updates and/or amendments. All questions are due by 0900 local time on 12 October 2018. All questions must be submitted via AMRDEC Safe Access File Exchange (link: https://safe.amrdec.army.mil/safe/Welcome.aspx ) to the POC's identified in this posting. No questions will be accepted over the phone. All proposals shall be valid for 18 months from the closing date of the solicitation. Below is a copy of the scope of the AFCAP V program from the attached PWS: The Air Force Contract Augmentation Program (AFCAP) supports the United States Enduring National Interests, National Security Interest and National Military Objectives as stated in the National Military Strategy and U.S. State Department Strategic Goal 2(footnote 1) by providing commanders and/or any U.S. Government agency a responsive, force multiplier option as the U.S. Government responds to global disorder. The AFCAP contract mechanism contains the capability to provide contingency planning; deploying; and training/equipping of forces; and emergency/contingency construction, logistics/commodities, and services. AFCAP is a contract with extensive worldwide support capabilities, able to respond in minimal time. The purpose of this contract is to draw on the resources and expertise from the private sector to provide a full range of Base Operating/Life Support (BOS/BLS) and logistical support on an as required basis to support all programs. Requirements focus on emergency/contingency construction, logistics/commodities, and services to support the Air Force, any DOD component, or any U.S. Federal Government entity operating to: 1) deter, deny, and defeat state adversaries,(footnote 2) 2) disrupt, degrade, and defeat Violent Extremist Organizations (VEOs),(footnote 2) 3) strengthen our global network of allies,(footnote 2) and 4) strengthen America's foreign policy impact on our strategic challenges.(footnote 1) Under the authority of the National Command Authority, joint or combined U.S. military forces, North Atlantic Treaty Organization (NATO), U.S. State Department or multinational forces utilizing U.S. Government appropriations, AFCAP participates in a wide spectrum of activities which include but are not limited to Major Theater War(s); Small Scale Contingencies; Irregular Warfare; VEOs; support in foreign assistance; support in developmental assistance; support in humanitarian assistance; support in security assistance which includes "Foreign Military Sales"; supporting peacekeeping; supporting counterdrug; supporting counterterrorism; supporting maritime security operations; supporting recovery operations; supporting denial measures; base operating/life support (BOS/BLS); domestic/international emergency support; infrastructure/facility design, construct/build, operate, demolition, site restoration; deliberate and crisis action planning; military exercises to include Joint Chiefs of Staff sponsored; and providing/supporting activities defined in DOD Dictionary of Military and Associated Terms. 1.
