- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912LD18Q0043 and is issued as Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100-2/effective 22 Aug 2018 (updated with Class Deviation 2018-O0018 and O0019). The associated North American Industrial Classification System (NAICS) code for this procurement is 339920 with a small business size standard of 750 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit quotations. The U.S. Property & Fiscal Officer for Rhode Island requires biathlon equipment in support of the Rhode Island Army National Guard (RIARNG) Biathlon Team. Delivery date: 45 calendar days after date of contract award. Members of the RIARNG Biathlon Team shall be “fitted” with equipment identified in this solicitation and the resulting award at the contractor’s/vendor’s location for proper fitting and sizing of equipment. A point of contract of the biathlon team shall contact the contractor/vendor to coordinate and schedule a fitting date for members of the RIARNG Team. Both the scheduled fitting and delivery of equipment shall be accomplished within the 45 calendar days of the delivery period of 45 calendar days after the date of contract award. The contractor is required to outfit members of the RIARNG biathlon team as follows: Priced CLIN 0001: QTY 10ea; Rollerskis with speed reducers and break: “Skate” Ski Roller ski with a shaft made with nanocarbon or lightweight aluminum. Each rollerski will weigh no more than 1,900grams (without bindings). Wheel Base of Rollerski cannot exceed 630mm. Rollerski must have a minimum 30mm of ground clearance. Rollerskis with include NNN Race Bindings pre-installed on rollerskis. Rollerski wheels will be made of a high grade, low wear Urethane. Wheels will include medium speed bearings installed and low speed bears to be installed later if needed; Priced CLIN 0002: QTY 10ea, Roller Ski Boots: Boots will be summer weight, breathable with anatomic foot bed, NNN binding compatible with plastic cuff with adjustable ankle strap. Contract awardee will provide means of sizing team members for proper fit; Priced CLIN 0003: QTY 10ea, Roller Ski Poles: carbon/carbon composite poles with roller ski baskets and tips. Tips will be 8-10mm. Contract awardee will provide means of sizing team members for proper length; Priced CLIN 0004: QTY 10ea, Roller ski Helmet: Lightweight multi-fit helmet with quick-release tab, and disk-adjust for sizing. Helmet must be lightweight with multiple fresh-air ventilation holes. Helmet must have removable front visor for easy conversion from roller-ski training to biathlon roller-ski training. Helmet must be heat resistant and not fall apart after multiple impacts. Internal frame required. Contract awardee will provide means of sizing team members for proper fit. CLIN 0005: QTY 6ea, Rif le, Competition Biathlon Full Set Up: Anschutz 1827 Fortner Sprint Biathlon Rifle or equivalent. Barreled action: straight pull action with repeating device that is reliable at all weather conditions in connection with the match two-stage trigger adjusted to 550 g allows very fast and reliable repeating which results in important seconds for the success. Barrel: Cold-tested barrels guarantee an excellent shooting performance even at extreme temperatures of -20°C. Front sight with snow cover, which prevents snow deposits on the sight and which can be opened and closed quickly. Stock: fulfils all requirements of a modern biathlon competition rifle with regard to ergonomics and aerodynamic. Shortened 5-shot magazines laterally incorporated into the stock to reduce the surface on which the wind can act. Non-slip magazine bottoms. A magazine release lever on the side. To speed the reloading process the extra cartridge box for 6 cartridges has been placed at an ergonomically especially favorable position in the stock. The height of the for-end can be adjusted to the individual shooter by two for-end raiser blocks to the maximum length of 12 cm allowed by the IBU. A clamping piece in addition makes an individual length adjustment of the harness sling possible. Cheek piece and butt plate adjustment: cheek piece and butt plate adjustment must allow simple and variable adjustments. Handy adjusting elements for optimum position. Scales to allow a fast and easy reproduction of the adjustments. Barrel length: 21.6 in., Total length: approx. 40.9 in., Weight: approx. 8.2 lbs. Each rifle must include one each of the following, compatible with the rifle: competition grade Biathlon Carrying Harness, Biathlon Hand Stop Arm Sling, Rear Sight with Snow Cover, Dry Fire Adapter, Firing Pin. NOTE: Since the members of the biathlon team MUST be sized/fitted to ensure that equipment fits properly for optimum use; thus the vendor must be within the New England area so team members can drive to the vendor location for sizing/fitting and return to Rhode Island within an 8 hour day. No overnight stays or flights to and from the vendor’s location for fitting/sizing are authorized. The Government reserves the right to find a potential vendor “nonresponsive” should the vendor’s location be outside the New England area. The following factors shall be used to evaluate offers: Technical (capability to meet all requirements, such as location within the New England area for sizing/fitting), past performance and price. Technical and past performance, when combined, are more important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
