N00164-18-R-WM20 - SOURCES SOUGHT - SOLE SOURCE - COMBAT ELECTROMAGNETIC ENVIRONMENT SIMULATOR - FSC 6625 - NAICS 541380 Anticipated Issue Date 20 NOVEMBER 2018 - Anticipated Closing Date 9 JANUARY 2019 - Time 3:00PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement for a portable radio frequency simulation subsystem, single channel pulseman with mmW, also referred to as a Combat Electromagnetic Environment Simulator (CEESIM). The CEESIM system is needed to perform end to end system testing of the AN/SLQ-57 and AN/SLD-4 systems for the validation of threat libraries and electronic attack data files. The requirement includes an Option line item for the procurement of maintenance and repair for a period of up to three years after the original twelve-month standard warranty expires. The option is to be exercised 12 months after acceptance of the CEESIM. NSWC Crane Division intends to award a C type contract to Amherst Systems, Inc., a wholly owned subsidiary of Northrop Grumman Corporation, 1740 Wehrle Drive, Buffalo, NY, 14221 to satisfy this requirement. This effort will be conducted on a sole source basis in accordance with (IAW) the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition and the unacceptable delays in fulfilling the agency requirement through any other source.
