Description
Sculpture & Architectural Arts Solicitation This Indefinite Delivery/Indefinite Quantity (IDIQ) contract is for the procurement of Sculpture and Architectural Arts Conservation Services for the General Services Administration (GSA) National Capital Region (NCR). As specified in individual orders issued, the successful contractor shall provide the following services. Survey, assess,recommend treatment, transport, perform conservation services, perform emergency stabilization/repair, and develop generic cyclic maintenance plans for works of art in the GSA/NCR/Fine Arts Collection and Architectural Finishes. The chief conservator shall be responsible for providing the necessary professional services to ensure that the proposed conservation and treatment will have no adverse effects upon the aesthetic, historic, and physical integrity of the artwork. Conservation treatments shall be reversible and cannot endanger the physical welfare or historic value of the artwork. The known character of the artwork should not be modified. Decayed or damaged parts of an artwork will be conserved, not replaced. The treatment prescribed shall be the safest and least aggressive method so as not to compromise the original integrity of the artwork, following the principles of the American Institute for the Conservation of Historic and Artistic Works (AIC) Code of Ethics and Guidelines for Practice and directions in the GSA Fine Arts Desk Guide. The contractor must meet all capability and performance conditions specified to successfully perform the services under this IDIQ. These conditions are: technical/functional requirements - a professional whose primary occupation is the practice of conservation and who, through specialized education, knowledge, training, and experience,formulates and implements all the activities of conservation in accordance with an ethical code such as the AIC Code of Ethics and Guidelines for Practice. Candidate possesses the expertise to preserve cultural heritage in away that retains the integrity of the object, building or site, including its historical significance, context, and aestheticor visual aspects. The contract vehicle used for this procurement will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract which task orders will be awarded on a firm fixed price basis. The contract will consist of a base year, extending one full year (365 calendar days, 366 calendar days if a leap year occurs) from the date of contract award, and four (4) additional one full year options, to be exercised at the discretion of the Contracting Officer, for a potential total contract duration of five (5) full years from the contract award date.
