- The United States Air Force through Air Force Support Center (AFSC) at Oklahoma City Air Logistics Center (OC-ALC) is contemplating procuring new manufacture core material, cellular for the B-2 Aircraft. The Line item cited below is for non-commercial, Firm Fixed Price (FFP) Contract. This requirement is anticipated to be competitive. 1. History - Last award FA8119-12-M-0057 10. Description: B-2 Core Material, Cellular is 36.50" IN X 96.0"W X 3.0"H and weighs 3.0Ibs. L/I 0001 - Core Material, Cellular Quantity: 20 Ea. 11. Destination: SW3211 12. Delivery Number 1: Required Delivery of 20 units delivery on 31 December 2018 after receipt of award. Early Delivery is acceptable. 13. Current Approved Sources: Hexcel Corporation Cage Code: 6D159 Northrop Grumman Systems Corporation Cage Code:1W025 14. Export Control: Data is export controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. 15. Qualification Requirements: Northrop Grumman Systems Corporation is the Original Equipment Manufacturer for the subject line item. The Air Force cannot approve or add vendors to Northrop Grumman Systems Corporation Qualified Product List (QPL). Sources must be qualified prior to being considered for award. Government physically does not have in its possession sufficient, accurate or legible data to purchase this part from other than current source(s). 16. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
