VA Network Contracting Office 23, Black Hills, is issuing this Sources Sought Synopsis to determine the suitability for a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other Small Business set-aside for online, web-based, Physician research and recruiting service, with an included social network capability for the Black Hills (VABHHCS), SD area (see Statement of Work below). This is not a request for quotes or proposals and any such submitted in response to this notice will not be evaluated. Vendors who are interested in this requirement should respond to this notice by providing: a. A short capability statement outlining their ability to provide the service b. A list of other contracts for similar service that they have been prime or a sub-contractor on c. Certification of their SDVOSB/VOSB status through VetBiz.gov (if applicable) d. BACKGROUND The VA Black Hills Health Care System (VA BHHCS) seeks a subscription service solution to provide broad scope access to Physicians indicating a potential availability for a career at the VA Black Hills Health Care System (VA BHHCS). The service will provide VA BHHCS access to a Web Based, vendor managed database of candidates that share their resume and profile information in limited access forum to secure quality talent for hard to fill VA BHHCS Physician positions. 2. OBJECTIVE Provide a subscription to an online, web-based, Physician research and recruiting service, with an included social network capability. Provide VA Physician Recruiters and/or other Designees a secure access to both Physician profiles, including resumes and other data outlined in the Salient Characteristics. Conform to requirements as outlined by statute, VHA regulations and directives and local policies. 3. SCOPE OF WORK Vendor will provide access to their web-based tool that incorporates recruiting and specific social networking capabilities. 4. SALIENT CHARACTERISTICS Line Item 1 Product that exists as a software service subscription, not requiring purchase of actual software or software licenses. Offers annual subscription pricing. Provides a search engine which allows for user to connect with other healthcare professionals, collaborate on patient treatment, and allows for career advancement. Provides for a live-chat feature, so that external Physicians can message directly with the VA BHHCS representative about potential positions within the VA BHHCS. Provides a social network tool that can be leveraged, to study physician credentials, for recruitment purposes. Provides a function to track mass email distributions, including dates and targeted specialties. Allows VA User to research the following information categories: Basic Information: Candidate Name, Specialization & Status, Contact Information, Physical Address, Email Address, Contact Numbers, Verification of Career Intent. Professional Information: Education, Schools, Academic Honors, and CECs I CMEs. Experience: Supervised Practice, Practice Experience, Professional Activities, Clinical Research, Publications, Presentations, Societies, and Interests. Licenses & Certifications: Licenses, Certifications, Honors, and Board Status. Personal Information: Geographic Preference, Citizenship, Availability, Personal Details, and Personal Interests. Curriculum Vitae builder tool for candidates. Provide upload capabilities for candidates to upload their curriculum vitae and other documents pertinent to their qualifications. Provide savable advanced candidate search capabilities in each of the fore mentioned data categories. Provide candidate tracking and reporting capabilities to manage candidates. Provide high quality job ad placement for a minimum often job ads. Includes basic facility and locale information, images, and other position specific information. Must allow ad archiving for historical purposes. Must also allow job highlighting for high priority ads. Provide professional email blast capabilities for groups, select physicians, and any range of sortable groups. Must, at a minimum, offer results monitoring to include: Number of Recipients, Number of Responses, Date Sent, Number of Views, and the Open Rate Percentage. Provide one-stop "live" dashboard to monitor all activities for a minimum of three account holders. Includes: Candidate Tracking, Recently Viewed Candidates, Searches, Responses, and Recruiter Statistics. Provide database and email blast download features to MS Excel, MS Word, and MS Outlook. Provide dialog capabilities between the recruiter and candidates. In-system mail notification board to operate as a live chat-option with candidate. Provide web presence and easy user functionality. Provide High speed accessibility via traditional personal computers, hand-held devices, and smart phones. 6. PERIOD OF PERFORMANCE Base plus 4yr option.
