- THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANOUNCEMENT. No reimbursement will be made for any costs associated with this notice. The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is conducting Market Research to contractors that possess the capability to provide Temporary Housing Units (THU) under the North American Industry Classification System (NAICS) code 321991, entitled Manufactured Home (Mobile Home) Manufactured. This RFI is for Hawaii Vendors only in compliance with FAR 26.202 Local Area Preference. DHS FEMA is conducting market research to determine Vendor's capability to provide innovative and feasible THUs that can support long term housing solutions in the Hilo, HI area. FEMA is requesting Vendors to submit all potential long term housing options that has installation capability anywhere in Hawaii County, but more specifically in the Hilo area. THUs must be safe, secure, and functional; and meet Federal, State, and Hawaii County building codes and regulations. THUs should have the capability to withstanding extreme temperatures, high humidity, and above average rainfall. THUs should be free from mold, asbestos, and other chemicals that may cause harm to occupants. In addition, THUs should have the capability of housing individuals, multi-person families, and those with access and functional needs. Vendors should include all options that would make the unit move-in ready such as the following, but not limited to: HVAC, range, refrigerator, furnishing, smoke detectors, carbon monoxide detection (not all inclusive list). FEMA is requesting the following: • Be readily available within the State of Hawaii; • Meet Housing and Urban Development (HUD) standards; • To the extent possible, resistant to multi-hazards and natural disasters; • Energy Efficient and have minimal environmental impacts; • Suitable for long term occupancy; and • 1, 2, or 3 bedroom units. Installation time to include manufacturing, transporting, installation and ready for occupancy 10. Number of units currently available per #8 11. Rental or Sale 12. Estimated cost per THU 13. Maintenance and/or Warranty SUBMISSION INSTRUCTION Submission is limited to five (5) pages (does not include pictures, designs, drawings, etcetera).
