Description

PRE-SOLICITATION NOTICE - Project No. 550-19-102: Repairs to Water Tower #71 (North) at VA Illiana Healthcare System, 1900 E Main Street, Danville, IL 61832. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small-Business (SDVOSBs). The contractor shall provide all labor, material, supplies, equipment, management and supervision to upgrade and repair a 200,000-gallon multi-column elevated water storage tank in accordance with plans and specifications. Work includes cleaning and debris removal; installation of lightning protection and grounding systems, flapper valves, manways, riser piping, ladders, railing, safety grating, signage, liquid level indicators, and cathodic protection; anchor bolt adjustment; repair of interior welded seams, lead-based paint removal and disposal, and application of interior and exterior coating systems. Work is to be completed within 135 calendar days of receipt of a Notice to Proceed. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The solicitation will be issued on/about October 20, 2018. The bidder is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The project magnitude range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction); size standard $36.5 million applies. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov.
