This requirement will be solicited using Special Emergency Procurement Authority (SEPA) procedures. Item is solicited under Other Than Full and Open Competition 10 U.S.C.2304(c)(1). (CAGE 13409); P/N: SRPC15D28-501 Inspection / Acceptance: Origin FOB: Destination This solicitation is an RFQ and will be available at www.fbo.gov prior to October 12, 2018 Interested parties should reference the solicitation for the offer due date and for instructions for technical data package. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The solicitation will contain DLAD provision 52.215-9023, Reverse Auction. This provision allows for the use of a Reverse Auction as a pricing technique. After the solicitation closes, the Contracting Officer will determine if a Reverse Auction will be held. Contractors must be registered in the Reverse Auction system in order to participate in the auction. The contractor's representative designated to participate in the auction must have completed the on-line Reverse Auction training prior to the auction.
