CAPRI Program Manager Panama City, Panama Issuance Date: 10/05/2018 Closing Date: 10/22/2018 SOLICITATION NUMBER: PSC-19-003-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, coordination, implementation, and evaluation of international criminal justice sector reform programs for the Department of State. As part of the Central America Regional Security Initiative (CARSI), the Central America Police Reform Initiative (CAPRI) team supports bilateral and regional programs focused on modernizing, enhancing the efficiency of, and improving the professionalism and capabilities of police departments in Central America. CAPRI's core programs support the creation and implementation of high quality police education and information-sharing programs for the region that are accessible to law enforcement throughout Central America, subject to Congressional requirements and based on the bilateral and/or regional needs of countries as determined by INL leadership. All efforts are specifically tailored to the partner nations' capacities, in concert with strategic governing documents such as the INL Functional Bureau Strategy, INL Assistance Plans for Police Reform and the U.S. Strategy for Engagement in Central America, and are integrated into INL country plans wherever CAPRI operates. B. DUTIES AND RESPONSIBILITIES In close coordination with bilateral INL programs in Central America, the CAPRI Program Manager is responsible for developing, coordinating, implementing, administering, and overseeing all CAPRI projects to ensure institutional reform of Central American police departments. 1. Participate in the continual analysis and evaluation of law enforcement institutions throughout the region, including assessments of organizational and operational capacities of host nation public security services and their working relationships within and among their respective agencies, to inform the development and implementation of projects. Assessments cover institutions' standard operation procedures and identify weakness in host country training academy curriculums, as well as systematic problems or disconnects between police academies and the actual police institutions they serve. Assessments identify and recommend equipment needs, capacity building and training opportunities; leadership opportunities community-based policing approaches; and best practices throughout the region. 2. Advise and assist on improving police administration and resource management, internal discipline and accountability procedures, and overall modernization and professionalization efforts of the bilateral INL programs for host government law enforcement. If appropriate and agreed to by the INL section, this support shall be provided directly to host country officials subject to the legal requirements of foreign assistance (e.g., Leahy vetting). 3. In coordination with INL sections, generate support for and advance with key host government officials police professionalization projects in support of U.S. policy objectives. Maintain close and effective coordination with INL Directors and appropriate team members within the region to keep all stakeholders apprised of ongoing reform efforts in their host countries. 4. Develop strategic budget and program/project plans for CAPRI to ensure they accord with administration and mission policy objectives. 5. In support of program and project development, identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training, and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, delivery, and acceptance of items procured to support CAPRI. 6. Monitor and evaluate program results, as necessary make mid-course adjustments and closeout projects when complete. Ensure CAPRI projects align with and are reported on in accordance with metrics being developed under INL/WHP's regional M&E initiative. 7. Work with other U.S. and regional institutions and agencies to ensure the full integration of training and development efforts. 8. Ensure USG provided commodities are utilized effectively and no fraud, waste, or mismanagement occurs in the program through continuous oversight and end use monitoring at all training sites. 9. Manage large and small-scale contracts put in place to meet program objectives. Supervise contractors funded under the program, as well as any Locally-Employed Staff in support of CAPRI. 10. Assist in arranging and/or escorting appropriate itineraries for official travelers. Brief DOS, Congressional, Staff Delegations, and other selected international dignitaries on the U.S. and host government narcotics control, police reform, and criminal justice programs as they pertain to CAPRI projects. B. TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Contracting Officer Representative distance-learning (DL) course through the Foreign Service Institute (FSI) within 90 days of arriving at Post and maintains COR certification throughout the PS contract. 2.Completes the Grants Officer Representative courses required for certification within 90 days of arrival at post and maintains active certification throughout the PS contract. 3.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within 90 days of arriving at Post. 4.Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. 5.Completes INL 101 Training within first year at Post. 6.Complete online EEO and Harassment Training within thirty days of arriving at Post. C. RELATIONSHIPS The CAPRI Program Manager reports to the INL Director at U.S. Embassy Panama and coordinates all day-to-day management-related requirements through the INL Deputy Director in Panama to ensure compliance with USG regulations. The CAPRI Program Manager is required to have effective and professional relationships with all members of the INL Central America bilateral teams, coordinating efforts across programs and ensuring an efficient and positive work environment. The CAPRI Program Manager consults and coordinates with INL leadership in the region and in Washington regarding CAPRI regional projects. The CAPRI Program Manager must receive written approval from INL/WHP, the host country INL Director, and the INL Panama Director in order to proceed with any new project. The CAPRI Program Manager develops, tasks, and oversees all assignments to CAPRI Team Leads and members as necessary. The CAPRI Program Manager provides leadership and guidance to all CAPRI TPCs. The CAPRI Program Manager provides leadership and oversees the programs and personnel under the Inter-Agency Agreement with DOJ/ICITAP in Central America in coordination with the ICITAP Program Managers. D. DELIVERABLES Deliverables are required under this PSC and shall include weekly, monthly and annual status reports, monthly evaluation of contractor performance, and special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the Program Manager was involved. On a weekly basis, the CAPRI Program Manager will provide program highlights and other information toward section reporting. On a monthly and annual basis, the Program Manager shall provide status, personnel/staffing reviews, highlights, and challenges reports to the INL Panama Director, INL/WHP, and others as required or requested. The CAPRI Program Manager will assist the metrics reporter for INL Panama to ensure full and accurate information is provided appropriately. The CAPRI Program Manager shall provide ad hoc special reports when requested. E. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative and financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter-narcotics programs covering all of Central America, which is of significant interest to the public and to Congress. F. PERIOD OF PERFORMANCE The period of performance for this contract will be twelve (12) months from the date of award with four (4) optional one-year extensions. G. COMPLEXITY The PSC is expected to appreciate and address complex regional and bilateral policy and program issues to inform the development of discrete programs or projects. Recommended activities should reflect host government buy-in and take into consideration geographic, security, or other potential impediments to implementation. The CAPRI Program Manager is expected to develop fluid, yet detailed plans, goals, and objectives for the short- and long-term implementation and administration of education and advanced technology programs that overlap into INL areas, including interdiction, trafficking, rule of law, customs, corrections security and reform, and anti-financial crimes. This Program Manager develops criteria for evaluating the effectiveness of the programs and coordinates complex plans with various groups including international donors, the U.S. Embassies in seven (7) countries, and the Host Governments of each country. The CAPRI Program Manager leads projects requiring dynamic leadership, expertise, and innovation, adheres to high-level policy, and independently, or in concert with a variety of other stakeholders, resolves critical problems and achieve goals that influence other programs and countries throughout Central America. H. LEVEL OF EFFORT This is a full‐time position with a minimum of 40 hours per week. I. MINIMUM QUALIFICATIONS: 1.Citizenship •U.S. citizenship and the ability to obtain and maintain a Department of State (DOS) Secret level security and medical clearances. 2.Foreign Language and Communication •Spanish language capability at or above the FSI 3/3 equivalent. 3.Education •Bachelor's Degree from an accredited institution. 4.Professional Experience •A minimum of ten (10) years of experience combined in one or more of the following fields as they relate to institutional police reform: a leadership or management role in law enforcement education programs or training projects; foreign law enforcement organizational reform efforts; managing the coordination of international interdiction, rule of law, anti-financial crimes, anti-corruption, or community policing programs; •A minimum of three (3) years of program management experience. •At least two (2) years managing the development and implementation of education or training programs in support of police professionalization. •Demonstrated experience writing training plans, statements of works, standard operating procedures, or detailed instructions •Minimum five (5) years of professional experience working overseas coordinating foreign law enforcement efforts directly with the host government. •A minimum of three (3) years of supervisory experience. J. GOVERNMENT -FURNISHED EQUIPMENT: The PSC shall be assigned furnished office space within the U.S. Embassy Panama City, including a desktop computer, office telephone, office cell phone, and other supplies needed for job requirements and to maintain an active security clearance in Panama City. This property will be owned and maintained by the Department of State. K. TRAVEL AND POSITION LOCATION This position is located in Panama City; travel is required throughout Central America, and the United States as mandated by the needs of the program and/or at the direction of INL/WHP, the INL Panama Director or their designee. L. PRE-DEPLOYMENT SUPPORT FOR THE PROGRAM MANAGER The Program Manager may be required to attend briefings/orientation at the DOS in Washington, D.C. for a period of up to one month prior to deployment. M. PHYSICAL DEMANDS There is a potential exposure to verbal and physical threats from criminal elements and job-related mental stress due to the high-risk environment that will be encountered. Travel throughout Central America may require the Program Manager to utilize rudimentary vehicles, including undeveloped boats and canoes, and lodgings with limited resources. N. GUIDELINES U.S. Strategy for Engagement in Central America, U.S. Colombia Bilateral Action Plan, Regional Gang Initiative Plan of Action and Annual Progress Reports, INL Handbook, INL Bureau Strategy, and the Integrated Country Strategy plans for each Central American country. O. EVALUATION CRITERIA Factor 1:Program Experience:(30 points) Ability to provide expert subject matter and policy guidance in designing and implementing law enforcement capacity-building training programs with a focus on institutional development, police reform, modernization of technology and professionalization through improved education. Preferred experience in the use and analysis of crime statistics, security force organizations and procedures, and community policing policies and practices. Preferred demonstrated experience managing U.S. foreign assistance programs over $10 million. Factor 2:Communication and Coordination:(30 points) Ability to coordinate effectively with members of relevant USG agencies, host nation representatives, and the international community in developing and coordinating effective police reform programs through modernization and professionalization of host nation police forces. Ability to communicate complex issues in a timely and concise manner, in both oral and written form and in English and Spanish. Demonstrated experience in strong negotiation skills with collaborative, assertive, and professional interpersonal skills. Preferred demonstrated experience successfully working with and building consensus among high-level contacts within the Embassy Country Team and Host Government. Factor 3:Management Experience:(25 points) Demonstrated experience in program development, implementation, and management, including preparation of budgets, procurement of goods and services, and monitoring and evaluation, preferably involving law enforcement and training initiatives. Preferred experience and ability in managing foreign police assistance programs to promote police reform. Such programs could include capacity building for security forces and academy development. Factor 4:Past Performance:(15 points) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). The most qualified candidates may be interviewed; candidates will be expected to provide a writing sample and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications.
