- Services for Auction Request for Information October 9, 2018 Description of Services U.S Customs and Border Protection (CBP) has a Services for Auction of General Order (GO) merchandise requirement. S ervices associated with the public auction is for all GO merchandise in support of CBP offices located throughout the United States, including Puerto Rico, the Virgin Islands, and Guam. These services include all required pre-auction and post-auction activities in addition to holding the actual auctions. Auction preparation and closeout services are required to include records closeout and capturing, recording, reporting and updating GO merchandise, and related costs into CBP's system of record known as the Seized Assets and Case Tracking System (SEACATS). Service for Auction services also provide "quick sale" auctions for the sale of perishable GO merchandise. This Request for Information (RFI) is for market research only, shall not be construed as a Request for Proposal, and shall not commit or obligate the Government to further action. Vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of information in response to this notice is purely voluntary. In your response, please also indicate the size and socio-economic status of your organization. Background CBP is responsible for enforcing Federal laws that govern the importation and exportation of merchandise and for deterring the illegal entry of aliens. During the implementation of its mission, CBP may seize, store, and sell merchandise. Any merchandise which remains in CBP custody for six (6) months from the date of importation, without all estimated duties, storage costs or other charges having been paid, shall be considered General Order (GO) merchandise. Thereafter, the United States may choose to sell the GO merchandise via public auction in accordance with Federal Regulations that preside over the sale of GO merchandise to include 180-day hold requirement. CBP's Office of Facilities and Asset Management (OFAM) is responsible for managing the public auction of all unclaimed or abandoned GO merchandise. Since November 2015, GO Merchandise has accounted for $4.3M in revenue transferred to the U.S. Department of Treasury with a total of 3,563 items sold as of May 3, 2018. The three-year time-to-sale is approximately 60 days upon notification for sale. John F Kennedy Airport, Los Angeles International Airport, Los Angeles Sea Port, Miami International Airport, and New York/Newark Sea Port account for more than 50% of all GO merchandise. Purpose and Objectives CBP is conducting market research to assess innovative auction capabilities to enhance go-to-market sales and timeliness for GO merchandise. CBP seeks to explore auction lifecycle solutions, auctioning formats (sealed-bid vs. closed clock vs. open clock), and auction sequences (simultaneous vs. sequential) to align industry best practices with CBP's quicker time-to-value objective. This RFI requests vendor information on industry auctioning approaches including item catalog and category management service, capacity-as-as-service offering, direct-to-consumer marketing, demand generation, general distribution channels, direct sales capabilities, and potential strategic partners to facilitate expedited timeliness and sales of GO merchandise. Requested Information Respondents are requested to provide information on innovative auction solutions to include the vendor's approach to auction planning, auction execution, and auction close-out activities as well as proposed measurements and metrics for each auction lifecycle phase. At a minimum, vendors shall describe their solution to deliver the following: •1. Pre-Auction Planning Phase. Vendors shall describe their auction planning process including generic planning timeline, auction day planning activities, risk planning, and planning phase key performance indicators. Pre-auction description shall include go-to-market approach (marketing, advertising, closing), data management methodology (cataloging and categorizing GO Merchandise), supply chain management methodology, and tools and technologies to be leveraged to achieve greater time-to-value. •2. Auction Execution Phase. The vendor shall describe their approach to full auction execution including bidding instructions, item announcements/changes/updates, quick sale capabilities, and sales and payment methods (checkout systems), and reporting capabilities. Vendor shall describe their approach to virtual and physical auctions and methodology for resolving bidding conflicts and payment issues. •3. Post Auction Phase. The vendor shall describe procedures to securely transfer sales revenue generated from auction to third party (U.S. Treasury), typical auction closeout activities, post-auction marketing, pending sale close methods, and overall sales performance metrics reporting (e.g. gross transaction value, time-to-sale per product category, etc). Response to this RFI may include common or recommended auctioning metrics, public bidding behavior, and auction past performance outcomes associated with similar products outlined in Common GO merchandise section of this RFI. Vendors may also include established strategic partners and distribution channels, samples of marketing materials, checklists, planning processes, or any other pertinent information of value. Vendors shall be aware of applicable statutes, laws, and regulations associated with the auctioning of GO merchandise to include 19 CFR 127, General Order, Unclaimed and Abandoned Merchandise, FAR Subpart 45.4, Title to Government Property, and Treasury Financial Manual (TFM) for Guidance of Departments and Agencies, Volume 1, Chapter 2500, Treasury Financial Communications System Payments (TFCSP).
