- 36C10A19Q0018 Request for Information This is a Request for Information (RFI) to conduct market research to determine the availability of vendors capable of providing the requirement listed below. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. Based on responses to this RFI, if multiple SDVOSBs, VOSBs are determined to be capable of providing the full requirement, VA will issue a RFQ as a set-aside to the applicable socioeconomic category. If there are not multiple responses to this RFI from preferred socioeconomic categories, any future RFQs for this requirement will be open to ALL Contract Holders in all Groups under the applicable North American Industry Classification System (NAICS). Requirements: The Department of Veterans Affairs, Records Center and Vault (RCV) has a requirement for at least one, special-purpose, custom built pulpit ladders as listed below: 9-step, 36-inch, Custom Rolling Aluminum Pulpit Ladders 9-step, 36-inch, Custom Rolling Aluminum Pulpit Ladders Warranty Information 9-step, 28-inch, Custom Rolling Aluminum Pulpit Ladders 9-step, 28-inch, Custom Rolling Aluminum Pulpit Ladders Warranty Information The contractor shall provide the 9-step, 36-inch, Custom Rolling Aluminum Pulpit Ladders IAW the Federal Record Center Platform Ladder Standard, 11-05-2013; Version 2, 10-14-14; Version 3, 05-23-2017. The contractor shall e-mail warranty terms for completed ladders within 7 days of contract award to the provided addresses. Manufacturer s Maintenance Instructions. The manufacturer shall provide three printed copies of instructions: assembly (if required), use, and maintenance instructions with each delivery. The Maintenance Instructions shall include at a minimum the following: (a) Visual inspection procedures to be followed prior to the setup and use of any unit. (b) Visual inspection procedures to be followed, after the initial setup and use of a unit to determine its fitness for continued use. (c) General maintenance, such as cleaning, lubrication, and the replacement of unreadable and missing labels/markings, wheels, casters, and rubber leg tips/pads, as recommended by the manufacturer. (d) Instructions to properly tighten and secure (periodically or regularly) all threaded fasteners For vendors manufacturing their first 36 wide ladder from the attached spec for the VA: Submit QA inspection results of first unit, and the load test results addressed in Attachment 2, Paragraph 3, Construction, whereby individual steps support 300 lbs. plus a 50% overload factor, and pulpit file shelf supports 60 pounds plus a 50% overload factor.) Delivery to coincide with arrival with the first ladder. RESPONSES: If you can provide the necessary supplies or services, please respond to this RFI certifying capability. The following information details the Government s intent and requested information for this acquisition: Briefly discuss your technical capability to meet the requirement, including any specific experience with similar work. Please include a brief explanation on how you would approach this requirement, including a rough order of magnitude (ROM). Identify your socioeconomic category. The primary North American Industry Classification System (NAICS) code for this effort is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing VA is contemplating a Firm Fixed Price Delivery Order, and anticipates awarding to only one responsive, responsible contractor. Responses should be as complete and informative as possible. Please do not submit general marketing information or capability statements. See Attachments A and B for specifications. Delivery Specifications: The RCV has limited personnel and dock space to accept shipments. The maximum quantity of ladders for completion will be no more than 40 within a 60-day time-frame, delivering in quantities of up 20 each with a minimum of 2-week intervals occurring between delivery dates. Any proposal or pricing received in response to this RFI will be used for market research purposes only and cannot be considered to form a binding contract with VA. The cost associated with any response to this RFI are the sole responsibility of the offeror. Responders are solely responsible for all expenses associated with responding to this RFI. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.
