- Justification for Other than Full and Open Competition-PR0012900 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Collaborative Testing Services, Inc., 21331 Gentry Drive, Sterling, VA, 20166-8502 for the purpose of procuring proficiency testing services. Services are being procured under FAR Parts 12 and 13. The Federal Bureau of Investigation (FBI) requires proficiency testing to maintain the FBI Laboratory's accreditation by the ANSI/ANQ National Accreditation Board (ANAB) and as such, must comply with the standards outlines in the ASCLD/LAB-International 2011 Supplemental Requirements for the Accreditation of Forensics Testing Laboratories and the International Standards ISO/IEC 17025. As specified in the ASCLD/LAB-International Supplemental Requirements, not only does the FBI Laboratory have to establish and maintain a proficiency testing program, we must purchase proficiency test from providers that have also meet ASCLD/LAB-International requirements. The FBI Laboratory has established internal requirements for the proficiency testing program based on concerns raised by the Office of Inspector General (OIG) and the external requirements detailed above. The FBI requires seventy-six (76) latent print comparison proficiency test and thirty-four (34) latent print processing proficiency test for personnel to retain their respective qualification(s) in the latent print discipline. Collaborative Testing Services, Inc. is the only approved vendor capable of providing both the comparison and processing proficiency test that meet all of the FBI's requirements. Comparison Proficiency Test Requirements: • ANAB Approval • Test must have eight to twelve latent prints compared against four to five known exemplars • Vendor must offer digital or hardcopy photograph test • Test must allow electronic submission of results to the vendor • Vendor must offer a robust electronic submission portal that provides a review prior to submission of the results and controlled submission of the tests by the internal test manager • The submission of data to the vendor does not require documentation of report wording • The vendor must have offered proficiency testing in the comparison category of testing for a minimum of ten (10) years to ensure consistency of quality of the test • Due to the number of participants, the vendor must offer a test opportunity at least twice per calendar year to allow a labor division • The same vendor must be used for all processing and comparison test for ease of scheduling, tracking results, and consistency among test Processing Proficiency Test Requirements • ANAB Approval • Test must be a mixture of porous and semi-porous items that are to be processed • Test must allow electronic submission of results to the vendor • Vendor must offer a robust electronic submission portal that provides a review prior to submission of the results and controlled submission of the tests by the internal test manager • The submission of data to the vendor does not require documentation of report wording • Due to the number of participants, the vendor must offer a test opportunity at least twice per calendar year to allow a labor division • The same vendor must be used for all processing and comparison test for ease of scheduling, tracking results, and consistency among test Based on market research, and Government end-users, it has been determined that Collaborative Testing Services, Inc. is the only approved vendor capable of providing the required proficiency test. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541990, All other Professional, Scientific, and Technical Services. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
