- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Drinking Water Treatment Distribution Branch (DWTDB), located at the Andrew W. Breidenbach Environmental Research Center (AWBERC) in Cincinnati, OH has a requirement for a service agreement for the repair and maintenance of the Thermo Electron Inductively Coupled Mass Spectrophotometer (ICP-MS) The ICP-MS system includes the instrument and external devices such as the chiller, data station, autosampler and all related software. The service agreement shall be for a 12 month base period and two 12 month optional periods. The service agreement shall include a 5 working day response time, repairs to be performed by a Thermo certified field engineer, unlimited number of on-site repairs to restore ICP-MS to full functionality, all parts shall be Thermo certified parts, all Thermo field engineer travel and labor changes shall be included in the service agreement, software upgrades included, hardware telephone support from a Thermo certified engineer included and after hours maintenance or repair as needed. This acquisition will be processed in accordance with FAR Part 12, Commercial Item and FAR Part 13 Simplified Acquisition Procedures and will be soliciting for full and open competition. The North American Industry Classification Code (NAICS) is 811219. The size standard for this code is $20.5 million. Offerors must register with FedConnect ® as an interested party to submit questions and to view responses. The solicitation will be available only through FedConnect ®. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. THIS NOTICE IS NOT A SOLICITATION. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT ®. The solicitation is expected to be issued by October 31, 2018 through the FedConnect ® portal. The EPA does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the FedConnect ® portal for updates or changes.
