- RFI Questions DRAFT SOW This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE (SSN)/ REQUEST FOR INFORMATION (RFI) and is issued for planning and market research purposes, and to determine the availability of capable firms to provide any of the contemplated options listed below. It does not constitute a Request for Proposal, a Request for Quote, or an indication that the Government will contract for any of the items and/or services discussed in this notice. The Department of Homeland Security, Federal Emergency Management Agency (FEMA) will not pay or entitle the submitter of information to claim any form of compensation whatsoever. Should solicitations be issued, they will be issued pursuant to the acquisition strategy selected by the Contracting Officer and the applicable procurement regulations. Disclaimer All information received in response to this notice will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is proprietary. Responses to this notice will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Capable firms are requested to answer/submit responses to the attached " RFI_Questions." All responses to this SSN/RFI must be submitted by no later than November 14, 2018, 12 NOON EST, with subject heading: RFI 70FB7019I00000001 - [company name].
