N0016419RWP54 - EVALUATION AND REFURBISHMENT OF THE SPS 49 SLIP RING ASSEMBLIES - FSC 5840 - NAICS 334419 Anticipated RFP issue date: 15 November 2018 - Anticipated closing date: 17 December 2018 - Time 2:00PM EDT The Naval Surface Warfare Center (NSWC), Crane Division intends to solicit and award a single five-year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract for the Evaluation, Overhaul, and Acceptance testing of the AN/SPS-49 Slip Ring Assemblies in accordance with the statement of work and drawings. This requirement will be full and open competition IAW FAR 6.1. The Government intends to award to the responsible contractor whose offer represents the best value to the Government considering price and the ability to meet the technical requirements in accordance with the Statement of Work and Past Performance. The following Contract Line Items (CLINs) are anticipated: CLIN 0001 - Production of First ArticleQTY 1 CLIN 0002 - EvaluationMin 1, Max 150 CLIN 0003 - Standard RepairMin 1, Max 10 CLIN 0004 - Level I RepairMin 1, Max 10 CLIN 0005 - Level II RepairMin 1, Max 10 CLIN 0006 - Level III RepairMin 1, Max 10 CLIN 0007 - Level IV RepairMin 1, Max 110 CLIN 0008 - Data, Not Separately Priced. Delivery will be FOB Destination to 300 Highway 361, Crane, IN, 47522. Selection shall extend to the Government a standard sales warranty provided such warranty is available at no additional cost to the Government. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Contractors must be properly registered in the System for Award Management (SAM) and may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Contractors must be properly registered in the Joint Certification Program (JCP) in order to receive controlled solicitation attachments. Information about JCP is located at http://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The solicitation will be available for download on or about 15 November 2018. Interested parties can download the solicitation from the FBO website located at http://www.fbo.gov., no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. Furthermore, each interested party shall monitor the FBO website for amendments that may be issued to this solicitation. Closing date will be on or about 17 December 2018. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. Solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
