Description
Synopsis/Pre-Solicitation Notice for SPE603-18-R-5X19 Environmental Documents Services The Defense Logistics Agency (DLA)- Energy anticipates issuing a Request for Proposal (RFP) within the next 30 days. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is a follow-on pre-solicitation notice to sources sought notice SPE600-18-R-5X19. This synopsis/pre-solicitation notice is for the upcoming solicitation for services to prepare environmental documents in support of DoD petroleum storage facilities in the United States, its territories, and a limited number of facilities in the DLA Energy Pacific Region, European Region, and Middle East Region.) The current estimate for this contract is approximately 1-50 environmental documents each year. This includes, but is not limited to developing/updating/completing Spill Prevention Control and Countermeasures Plans, Facility Response Plans, Stormwater Pollution Prevention Plans, checklists, etc. All in accordance with the applicable current laws, rules, regulations, and guidance for each foreign or domestic site. This can include, but is not limited to: 40 CFR 112, Oil Pollution Prevention; National Preparedness for Response Exercise Program (PREP) Guidelines; DoD 4715-5G, Overseas Environmental Baseline Guidance Document (OEBGD); Status of Forces Agreements (SOFA), Final Governing Standards (FGS), or any other binding agreement between the United States and the host nation. The period of performance is a four-year period, December 1, 2018 through November 30, 2022 and a six-month extension provision, December 1, 2022 through May 31, 2023. The Government anticipates awarding a firm fixed-price contract. DLA Energy will follow source selection procedures utilizing the Best Value/Lowest Price Technically Acceptable (LPTA) evaluation process in accordance with FAR 15.101-2 for this acquisition. This procurement will be a Small Business set-aside. All responsible Small Business Concerns that meet NAICS code 541620 size standards may submit an offer which will be considered for award. This is not a RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
