Description
Solicitation 6HQOIG-19-A-0002; All attachments are included in the file. The U. S. Postal Service (USPS) Office of Inspector General (OIG) intends to award a contract to an expert Supplier who possesses or can identify and obtain detailed information of benchmarked companies' cost and pricing systems and methodologies for domestic and international competitive products For the U.S. Postal Service, competitive products are defined as a category of products and services (commonly referred to as shipping services) for which similar products and services are offered by private sector carriers. The Postal Service's domestic competitive products include Priority Mail Express Service, Priority Mail Service, Parcel Select Service, Parcel Return Service, and Premium Forwarding Service. International competitive products include Outbound International Expedited Services, Outbound Priority Mail International, Outbound Single-Piece First-Class Package International Service, Inbound Parcel Post (at UPU rates), International Priority Airmail (IPA) International Surface Air List (ISAL), and International Direct Sacks. The Postal Service is free to price competitive products providing each product cover its attributable cost, are not subsidized by market dominant products, and make an appropriate contribution to overhead costs. Prices changes for competitive products typically occur annually and must be high enough to ensure that revenue exceeds cost.
