Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The US Army Corps of Engineers (USACE), Walla Walla District is seeking to identify firms capable of providing this requirement for a Supply Contract Titled: Spillway Weir Closure Leaves at McNary Lock and Dam. Two new closure leaves for the operation of the Top Spillway Weirs (TSWs) at McNary Dam. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 332312 Fabricated Structural Metal Manufacturing and the associated small business size standard is 500 Employees. This sources-sought announcement is a tool to identify interested businesses with the technical experience and capability to accomplish this work. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A.)Provide A capability statement expressing interest in this requirement, a list of no more than five current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary of Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B.)Provide a list of machines that are capable of handling the dimensions listed in the statement of work. C.)A list of references for each of the projects submitted in A.) above. Include the point of contact, title, phone number and email address. D.)Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. E.)Provide a statement that your firm intends to submit an offer on the project when it is advertised. F.)Cage Code and DUNS number. Submit this information to Valerie.K.Reller@usace.army.mil, Contract Specialist, via email. Your response to this notice must be received on or before 2:00 PM Pacific Time on October 30, 2018. Summary of Scope of Work: The required work is to fabricate and deliver two new closure leaves for the operation of the Top Spillway Weirs (TSWs) at McNary Dam. The closure leaves are designed to stop and start flow over the TSWs to pass migrating juvenile salmonids. These leaves will be approximately 17 feet high, 53 feet wide and 5 feet deep. They will weigh approximately 120,000 pounds each and will incorporate rollers on each side to facilitate installation and removal. The bottom of each leaf will incorporate a special shape to match the crest of the spillway weirs. The leaves will be fabricated off-site and will be transported to McNary Dam. The size and weight of the leaves may require a barge for transportation. The leaves will be delivered and placed on the dam at a specific site designated by McNary project personnel. The preferred time period for delivery of these leaves is September, 2019. The closure leaves will be built from structural steel. The fabricator shall be certified under the ASC Quality Certification Program, Category CBR (Standard for Major Steel Bridges). The fabricator shall be certified on or before the date of award. After the closure leaves are fabricated, each leaf will be painted with vinyl paint. Vinyl paints shall be spray applied. Areas that are inaccessible to spray shall be bruch coated. Documentation of certification shall be submitted for all coating thickness gages. The painting shall be performed by qualified painting contractor. The Contractor shall be a certified SSPC QP 3 Painting Contractor. The American Institute of Steel Construction (AISC) administers a Quality Certification Program with an optional sophisticated Paint Endorsement certification for steel fabrication shops who apply protective coatings prior to shipping steel to the field. SSPC accepts the AISC/SPC as an equal "by intent" to QP 3, with the exception of safety, health and environmental compliance, which are not evaluated in the AISC program.
