Draft Performance Work Statement (PWS for Sources Sought Posting) THIS IS A SOURCES SOUGHT SYNOPSIS FOR CAPABILITIES STATEMENTS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is performing a "market search" for businesses in preparation for a future procurement. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. It is anticipated that any future contract for these services will be an Indefinite Delivery/Indefinite Quantity type contract with a five (5) year ordering period. The Government anticipates establishing a maximum order ceiling of $25 million. Task Orders will be issued under the contract as cost- plus-fixed-fee (CPFF), level-of-effort, completion or term basis or time-and-materials type contracts. The applicable NAICS code is 541330 (Engineering Services) with a size standard of $15 million of the average annual receipts. The capabilities statement shall provide the firm's current size status for the above referenced NAICS code, (large or small) and whether the firm is a SBA certified Hubzone or 8(a)/Small Disadvantaged contractor. The firm shall also indicate if it is Woman-owned, Veteran-owned or Service-Disabled Veteran owned. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. The US EPA, Office of Air and Radiation (OAR), has a need for a firm to provide testing, engineering, and economic analytical services to support emissions characterization, technology assessment, and test procedure and equipment development activities for the Assessment and Standards Division (ASD) and Testing and Advanced Technology Division (TATD) of the Office of Transportation and Air Quality (OTAQ). This effort is in support of the mission of the 1990 Clean Air Act Amendments for mobile sources which is to deliver real results to provide Americans with clean air, land, and water, and ensure chemical safety. Specific areas to be addressed in capability packages are as follows: (1) Expertise and experience in the engineering and scientific aspects of mobile sources, mobile source pollutants, fuels, engines, and mobile source pollution controls, (2) Expertise and experience with mobile-source related economic issues, regulatory impact analysis, cost and benefits analysis, and control strategies. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the PWS. Due to conflict of interest concerns, the Government anticipates exclusion from award entities that are directly engaged in or that have a business, financial, or competitive relationship with firms that are motor vehicle, aircraft, marine vessel, locomotive, or non-road equipment manufacturers; engine manufacturers; or that produce or distribute fuel or fuel additives. Specific excluded sources shall be identified in the solicitation. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
