UPDATE #7: ***********UPDATE TO SOLICITATION POSTING*********** The Government would like to remind Interested Offerors that the proposal due date for the VB M&R Services Request for Proposal (RFP) is this Friday, 19 Oct 2018, by 4:00 PM EST. Per the RFP's Addendum to FAR 52.212-1 Section 3.2.2, Offerors are reminded to submit their proposal in two formats: one (1) paper (hard) copy submitted to the address listed in Section 3.2.2.1, and an electronic copy submitted to the email addresses listed in Section 3.2.2.2 via AMRDEC SAFE (https://safe.amrdec.army.mil/safe). Also, in regards to the Past Performance Questionnaires (PPQs) per the Addendum to 52.212-1 Section 5.4.1.1, Offerors are reminded to submit PPQs with Section I completed as part of their proposal submission. Further, "The Offeror shall exert its best efforts to ensure the POCs complete and send the PPQ directly to the Government POC as specified on the last page of the PPQ by the closing date of the solicitation" since "PPQs will not be accepted from Prime Contractors, Subcontractors, or Manufacturers." Therefore, the Offeror's responsibility in regards to PPQs are to submit a copy of the PPQ with Section I completed with their proposal submission, and to exert its best efforts to ensure the effort/contract's POC submits the PPQ to the Government. The RFP does not state that PPQs will not be accepted from the effort/contract's POC after the proposal due date. Interested Offerors should continue to monitor this FedBizOps posting for updates to the RFP. *******************END OF UPDATE******************* UPDATE #6: ***********UPDATE TO SOLICITATION POSTING*********** The Government has formally issued Amendment 0002 to the RFP, which can be found in the list of attachments to this FedBizOps posting. Amendment 0002 revises several attachments/areas to the RFP. Please review each part of the Amendment 0002 package carefully, as follows: 1) RFP Amendment 0002 (Standard Form 30) 2) RFP Attachment 1: Performance Work Statement 3) RFP Attachment 5: Pricing Matrix 4) RFP Exhibit C: CDRL A003 (Status Reports - MAC IDIQ) 5) RFP Table 1: Not-to-Exceed (NTE) Markup Rates, and Descriptions of CLINs X001, X002, and X003 6) Addendum to FAR 52.212-1 (Instructions to Offerors - Commercial Items) 7) Addendum to FAR 52.212-2 (Evaluation - Commercial Items) 8) Addendum to FAR 52.212-4 (Contract Terms and Conditions - Commercial Items) The proposal due date of 4:00 PM EST on 19 Oct 2018 remains unchanged. The Questions and Answers (Q&As) document has also been posted via this update, and can be found in the list of attachments to this FedBizOps posting. Amendment 0001 is only to extend the proposal due date from 4:00 PM EST on 03 Oct 2018 to 4:00 PM EST on 19 Oct 2018. No other changes have been made to the RFP as a result of Amendment 0001. The Questions and Answers (Q&A) document and RFP Amendment 0002, which will include substantive changes to the RFP and some attachments as a result of the Q&As, should be issued to this FedBizOps posting within one week from today. Interested Offerors should continue to monitor this FedBizOps posting for updates to the RFP. *******************END OF UPDATE******************* UPDATE #4: ***********UPDATE TO SOLICITATION POSTING*********** The Government is currently working on responding to all Offerors' questions as well as preparing Amendment 0001 to the Request for Proposal (RFP). Amendment 0001 will include some changes to RFP Attachment 1 (Performance Work Statement) and RFP Attachment 5 (Pricing Matrix). Offerors should expect a two-week extension on the proposal due date which will be announced formally with the release of Amendment 0001, which will be posted to this FedBizOps posting when it is finalized. Interested Offerors should continue to monitor this FedBizOps posting for updates to the RFP. *******************END OF UPDATE******************* UPDATE #3: ***********UPDATE TO SOLICITATION POSTING*********** The Pre-Proposal Conference slides have been posted in preparation for the Pre-Proposal Conference on Monday, 17 Sep 2018, at 09:00 AM EST so that Offerors who call into the conference call number can follow along during the briefing. This is also a reminder that ALL questions/concerns regarding the solicitation must be submitted in writing no later than 2:00pm EST on 19 Sep 2018 to 771ESS.EGA.VehicleBarrierMR@us.af.mil and vanessa.russell-reed@us.af.mil so that the Government has time to prepare and finalize responses that will be meaningful in assisting Offerors with preparing and finalizing their proposal submissions. All Questions and Answers (Q&As) received in response to the pre-proposal conference and the solicitation in general will be posted to www.fbo.gov under the original solicitation posting around 26 Sep 2018. No changes to the RFP or any of its attachments/exhibits have been made as a result of this update. The proposal due date and time remains 03 Oct 2018 at 4:00 PM EST. *******************END OF UPDATE******************* UPDATE #2: ***********UPDATE TO SOLICITATION POSTING*********** The Pre-Proposal Conference for this acquisition will be conducted on 17 Sep 2018 at 09:00am EST. All interested Offerors are strongly encouraged to attend. In accordance with AFFARS Provision 5352.215-9001 within the RFP (see page 129), Offerors should submit the names of all attendees prior to 12:00 PM EST on 12 Sep 2018. This information must be provided in advance in order to ensure access to the conference site and adequate seating for attendees. The document with the formal RFP (PDF titled "FA8003-18-R-0001 VB MR RFP") did not upload correctly and as such could not be opened without receiving an error message in Adobe. The formal RFP document has been re-posted. No other changes have been made as a result of this update. The proposal due date and time remains 03 Oct 2018 at 4:00 PM EST. *******************END OF UPDATE******************* INITIAL POST: THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP)/SOLICITATION. Proposals in response to this solicitation are due by 4:00 PM EST on Wednesday, 03 October 2018. This acquisition is for a Multiple Award Indefinite Delivery Indefinite Quantity Contract (MAC IDIQ) for Vehicle Barriers Maintenance and Repair (VB M&R) Services to provide all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items and services necessary to provide maintenance for Air Force vehicle barrier systems. All Contiguous United States (CONUS) Air Force installations will be required to acquire VB M&R services to include preventive maintenance (PM), inspection, and minor repair for operational vehicle barriers on this contract under a mandatory use policy, with limited exemptions, to be issued after award by the Air Force Civil Engineer Center (AFCEC). This acquisition is set-aside 100% for Small Business (SB) concerns/firms including a target of two (2) socioeconomic reserves for Woman-Owned Small Business (WOSB) concerns, resulting in two (2) competitive pools. Offerors must meet the size standard of $20.5M associated with the North American Industry Classification System (NAICS) Code applicable to this acquisition of 811219, Other Electronic and Precision Equipment Repair and Maintenance. An Offeror's SB status will be verified using the System for Award Management (SAM) website (https://www.sam.gov). The verification process for Offerors certifying to be a WOSB concern will include verifying that the Offeror is self-certified as a WOSB concern in SAM and has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program Repository (https://certify.sba.gov/). The proposed contract shall be a Firm-Fixed-Price (FFP), MAC IDIQ with a period of performance of one (1) base year with four (4) one-year option periods and one (1) six-month extension in accordance with (IAW) FAR 52.217-8. The Government intends to issue a single solicitation and award a MAC IDIQ to a target number of eight (8) SB concerns including a target of two (2) socioeconomic reserves for WOSB concerns. Contract award is expected in March 2019. Task Orders will be competed using the Ordering Procedures found in the RFP's Addendum to FAR 52.212-4. This acquisition will utilize Performance Price Tradeoff (PPT) source selection procedures IAW Federal Acquisition Regulation (FAR) 15.101-1 and 15.3, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Air Force Federal Acquisition Regulation Supplement (AFFARS), to make an integrated assessment for a best value award decision. The factors to be evaluated are Technical, Past Performance, and Price. Technical and Past Performance are equal in importance and, when combined, are significantly more important than Price. Pre-proposal Conference: A pre-proposal conference for this acquisition will be conducted on 17 Sep 2018 at 09:00 AM EST. All interested offerors are strongly urged to attend. See AFFARS Provision 5352.215-9001 within the RFP for details on the pre-proposal conference, to include instructions on information Offerors should submit in order to attend. All questions pertaining to this solicitation are due to the Contracting Office by 19 Sep 2018 at 2:00 PM EST, and all questions and answers pertaining to this solicitation will be posted with this FedBizOps posting on/around 26 Sep 2018. See AFFARS Provision 5352.215-9001 within the RFP for more information. All prospective Offerors must be actively registered in the System for Award Management (SAM) with no exclusions in order to be eligible for award (https://www.sam.gov/) IAW FAR 4.1102 and 9.4. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
