- N00164-13-D-JN25-P00006 - SOLE SOURCE - COMBAT ASSAULT RIFLE (CAR), ENGINEERING SERVICES, AND PIO SPARES - FSC 1005 - NAICS 332994 Issue Date: 16 OCT 2018 - Closing Date: 30 OCT 2018 - 2:00 PM EST Naval Surface Warfare Center (NSWC), Crane intends to extend a current Indefinite Delivery-Indefinite Quantity (IDIQ) contract for an additional five (5) years to procure the Combat Assault Rifle (CAR), engineering services and PIO Spares and data in accordance with the Performance Specification and the Statement of Work. The contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, FN Herstal (FNH), A.S located in Herstal, Belgium, under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. This is being sole sourced due to the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of the modification the contract ceiling will remain unchanged. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to FN Herstal (FNH) through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 6.302-1, Other Than Full and Open Competition. The anticipated contract action award date is 21 December 2018. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
