ATTACHMENT II: Draft Performance Work Statement ATTACHMENT I: RFI Instructions THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is solely for planning purposes, and does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ. This RFI does not commit the Department of Homeland Security (DHS) Office of Procurement Operations (OPO) to contract for any supply or service. DHS OPO is not at this time seeking proposals/quotations. The responses do not constitute offers and cannot be accepted to form a binding contract. The Priority Telecommunications Service (PTS) program, and its service components consisting of Government Emergency Telecommunications Services (GETS), Wireless Priority Service (WPS), Special Routing Arrangement Service (SRAS), and Next Generation Networks (NGN) Priority Service (PS) responds to a White House tasking to address the communications needs for Continuity of Operations (COOP) and Continuity of Government (COG). Through priority enhancements to the national telecommunications infrastructure, the Office of Emergency Communications (OEC) can effectively and economically address the COOP/COG needs while also providing a significant benefit of assured communications during National Security and Emergency Preparedness (NS/EP) incidents to the broader national, state, local, and non- government NS/EP community. In maintaining PTS in an all-hazards environment, the OEC requires contractor telecommunications expertise to: engineer NS/EP priority solutions; acquire service agreements with the GETS carriers and WPS providers; perform program management; ensure service integration and interoperability; design, develop, implement, and coordinate service enhancements, including next generation network (NGN) upgrades as OEC continues to transition Legacy GETS and WPS to Internet Protocol packet-based networks; expand service coverage; assess service performance; conduct service testing; resolve service issues; model proposed NGN enhancements; and provide operations, administration, maintenance, and provisioning (OAM&P) support. Vendors should have and demonstrate requisite PTS expertise and extensive knowledge of circuit and packet-based networks including Voice over Internet Protocol (VoIP) and Voice over Long Term Evolution (VoLTE) including 4G and 5G networks. Vendors should also have and demonstrate experience in acquiring service from carriers. Following the RFI release, OEC intends to meet with all interested and qualified vendors. Vendors' qualification eligibility will be determined by the vendor's demonstrated technical capabilities to perform the work outlined in the draft Performance Work Statement (Attachment II) as well as the vendors' past telecommunications contract experience, as outlined above.
