- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of engineering analysis services for the Flight Deck Thermal Management System (FDTMS) Prototype, which is manufactured by Cellular Materials International Inc. (CMI). The NAICS code is 541715 and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to CMI. The proposed action is for the removal support and engineering analysis services to evaluate and integrate updates into the design of the system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: CMI is the only source as they are the manufacturer of this specialized Navy FDTMS Prototype system and have proprietary rights. The NSWCCD intends to award a firm fixed-price purchase order to CMI using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 30 October 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 10/30/2018 at 09:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 22 October 2018 at 09:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
