Description
This announcement serves as a Sources Sought Notice (FA700019Q0006) issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 for an upcoming acquisition at the United States Air Force Academy (USAFA). This sources sought is issued solely for information and planning purposes and does not constitute a solicitation or a commitment or obligation on the part of the Government to issue a solicitation. DO NOT submit a quote or proposal in response to this notice. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. The purpose of this notice is to identify companies capable and qualified to manufacture or provide one Micro Hardness Tester for the United States Air Force Academy. All businesses capable of providing the Micro Hardness Tester are invited to respond. Interested small business vendors must reference their designation below, if applicable. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 334519 and the size standard in number of employees is 500. The contract type will be a firm-fixed price type contract. Delivery is FOB: Destination to USAF Academy, CO 80840. The required quantity is one Micro Hardness Tester. The minimum specifications for the Micro Hardness Tester are: • Must have the ability to perform nano-indentations according to (International Organization for Standardization) ISO 14577-1 (Annex A), as well as micro-Vickers and Knoop hardness measurements • Must have the ability to be fitted with Berkovich, Vickers, and Knoop indenters • Must have load range of at least 0.1 to 1,961 millinewtons • Must have loading mechanisms to ensure that the indenter is loaded vertically into the sample surface • Must have at a minimum the following test mode types; Load-unload, load-hold, cyclic, depth setting, depth setting load-Unload, step load and step load-unload testing and elastic modulus calculation at various depth of single indent • Must have a force test resolution 0.196 of micronewtons, displacement measurement range of 0 to 10 micron and displacement resolution of 0.0001 micron or better • Must have motorized x-y stage which could be programmed to setup multiple indents on same sample or a number of different (minimum 4 different samples of 1.25" diameter) and must have positional repeatability of less than 0.1 micron • Must be 110 volts, 50/60 Hz for existing power • Cannot exceed 200 lbs. to accommodate existing location • Overall dimensions must not exceed 15" in width, 17" in depth, and 22" in height • Must be a new Micro Hardness Tester • Must include 1-year warranty All items and components must be made and manufactured in accordance with DFARS 252.225-7001, Buy American and Balance of Payments Program. All potential offerors are reminded, in accordance with FAR 52.212-4(t), System for Award Management, that the lack of registration in the System for Award Management (SAM) will make an offeror ineligible for contract award.
