- Naval Air Systems Command (AIR 2.5.1.2) Patuxent River, MD plans to issue a delivery order under Basic Ordering Agreement (BOA) number N00421-17-G-0004 to InnoVital Systems, Inc. (Innovital), which seeks to investigate the capability of Magnetorheological (MR) based damping systems to withstand long periods of exposure to harsh environments found onboard military vessels, while continuing to perform as designed. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. Innovital is the sole source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to provide engineering support. This notice is for information purposes only. Debrisha Mcdow (240) 790-0589 is the point of contact at Innovital for any subcontracting opportunities. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
