Description

The purpose of this Amendment is to answer Vendor submitted questions. QUESTION 1: Why is this Solicitation not set aside for SDVOSB/VOSB? 38 U.S.C. 8127(d) states that a contracting officer of the VA, shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers and that the award can be made at a fair and reasonable price that offers best value to the United States. There are 84 SDVOSB/VOSB concerns listed as verified in the Dept. of Veterans Affairs Vendor Information Pages (VIP) https://www.vip.vetbiz.va.gov database under NAICS code 334516. ANSWER 1: The Rule of Two analysis showed that there are not enough interested SDVOSB/VOSB or SB manufacturers that responded to our RFI that could fulfill this requirement, and that there are not enough interested SDVOSB/VOSB distributors that have compatible products from two or more SB original equipment manufacturers capable of meeting the requirement.   QUESTION 2: We would like to know what the RFI number was resulting in the RFQ # 36C10G18Q9143, 66-NX EQ Digital Water Baths Thermo Fisher Scientific Precision Brand Name or Equal. Also, how many responses were received to the RFI? ANSWER 2:  The RFI/Sources Sought was posted on FedBizOpps on 18 May under solicitation number 9614.   The number of responses is not information we release. QUESTION 3: Could we please have a copy of the survey questions from the RFI/Sources Sought? ANSWER 3: The RFI/Sources Sought was conducted by an outside office on our behalf, so I don t have access to the questions only the summary report.   You will need to contact the point of contact which is listed as Jim Burdan at James.Burdan@va.gov.
