Description
VA OFFICE OF IDENTITY, CREDENTIAL, AND ACCESS MANAGEMENT Credential Management Personal Identity Verification (PIV) Support Credential Management Personal Identity Verification (PIV) Support This is a request for information (RFI) only. The Department of Veterans Affairs (VA) requires Credential Management support to include: Project Management, Solution Deployment Support, VA Central Office PIV Issuance Support, Communication, Deployment, Testing, Training, Inventory Management, Transition Planning, and Fly-Away support. The Contractor shall also support the provision and/or development of Credential Management related best practices, processes, standards, and procedures meeting the requirements of the VA enterprise. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. Also, please indicate your company s socio-economic size status for North American Industry Classification System (NAICS) Code 541519 (e.g. Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub-Zone Small Business). If Service-Disabled or Veteran Owned Small Business, is your company certified in VA s Vendor Information Pages (www.vip.vetbiz.gov) repository. It is also requested that the vendor respond to the following questions: Provide a brief summary of your technical approach (not to exceed 15 pages) for meeting the PWS requirements for Credential Management Personal Identity Verification (PIV) Support specific to the following: Demonstrate experience and knowledge of VA s current PIV governance, system as-is state, interim state, and future state for the Next Generation (NextGen) PIV Solution. Demonstrate experience with planning, implementation, and roll out of an enterprise wide system such as VA NextGen PIV solution including deployment considerations and challenges across the large VA landscape. Demonstrate technical experience and functional knowledge of Certificate Migration for a large Healthcare Provider migrating over hundreds of thousands of historical certificates from Verizon to another Certificate Authority and associated technical challenges and considerations for a large agency such as the VA. Detail your company s ability to meet the Credential Management requirements within 14 days from contract award. Has the draft PWS and any associated attachments provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES ______ NO (if No, answer question c) If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate quote submission and efficient, cost effective solution. Please provide existing GSA schedule and/or GWAC contract information in which you are a contract holder that can be utilized to procure these services. Note: Small businesses should include intent and ability to meet set-aside requirements for performance of this effort, if applicable. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Responses are due by 4:00PM EST, October 23, 2018.
