- Description
- The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of PMA-231, Propulsion and Power, intends to negotiate an order under Basic Ordering Agreement N00019-18-G-0025 on a sole source basis with Rolls-Royce Corp (RR), 450 Meridian St., Speed Code MC-N3-03, Indianapolis, IN 46255, in support of the E-2D platform. The order includes efforts to procure the parts kit to modify the E-2D System and Development and Demonstration (SD&D) T56-A-427A engines to a production configuration which will support the management of one engine configuration in the Fleet and provide flexibility for TYCOM's to support Fleet and Flight test aircraft engines. The government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. RR is uniquely qualified to provide the complete range of program support and hardware required by the fleet. RR is also the only known firm to possess the technical data, drawings, and specifications necessary to fulfill the Government requirements. Given that RR is the original designer and prime manufacturer and their continued involvement in past and recent engine improvements, RR has all the design intent information, original drawings, and most recent design changes, which are required to avoid undesirable interactions between existing and redesigned hardware. RR also has immediate access tooling, special equipment, and test facilities. Privately developed data, materials, and design processes are the sole property of RR. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 30 October 2018. The applicable NAICS code for this requirement is: 336412-Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
