- The Social Security Administration (SSA) intends to negotiate solely with Help/Systems LLC., located 6455 City West Parkway, Eden Prairie, MN, 55344-3246. For software and maintenance under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Help Systems LLC., proprietary iSeries and Vulnerability Assessment Tool (Compliance Monitor) software and maintenance are only available from Help Systems LLC., who is the sole source provider of the required software maintenance. Only Help Systems LLC., has access to the source code necessary to provide the required maintenance subscription composed of version upgrades and updates, bugs fixes and patches order for Help Systems LLC., proprietary iSeries and Vulnerability Assessment Tool software maintenance for the period of 12 months. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received. All submissions in response to this notice must be submitted in writing via email to Roger.Twigg@ssa.gov no later than 5:00pm Monday, October 23, 2018. Telephone calls regarding this matter will neither be accepted nor returned.
