Description
This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for fueling operations under Consolidate Fuel Facilities project at Shaw Air Force Base, SC. This project includes the construction of a new 6400 SF POL Operations Facility with POV parking for 60 vehicles, a new 2400 GPM Type III Pump House Facility and Control Room, four new 600 GPM high speed truck fillstands, a new reinforced concrete parking area for 20 fuel refueler trucks, piping modifications to the three existing aboveground storage tanks, new interconnecting piping, spill containment provisions, a cathodic protection system, and supporting site work and utilities for the new facilities. Demolition will include five existing buildings along with the existing fuel receipt and issue pad, the existing fillstands, and interconnecting piping. The new Type III pump house will have five 600 GPM issue pumps, five 600 GPM issue filter separators, and two 1200 GPM receipt filter separators. The pump house area will also include a 4000 gallons ™ aboveground product recovery tank. The POL Operation Facility will be a one-story structure on a reinforced concrete foundation and floor slab with load-bearing masonry walls. The roof system will be standing seam metal on a structural steel deck. Exterior walls will be brick veneer to match Base architectural standards. This is a negotiated procurement utilizing best value selection procedures that consists of the submission of price and non-cost/price proposals. The source selection process to be used is the Lowest Price Technically Acceptable source selection process. Award will be made to the offeror whose total price and non-cost/price proposal offers the best value to the government. Contract award is anticipated on or around May 2019. The construction completion date for the project will be 730 days from the date of contract award. The estimated price range for the entire project is between $10,000,000 and $25,000,000. The NAICS Code is 237120 with a small business size standard of $36,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately 14 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).
