- Solicitation Number: W91QVN19R0005 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Operation and Maintenance Services for forward Operating Site (FOS) at Camp Carroll, USAG Daegu. The North American Industry Classification System (NAICS) code for this procurement is 238220. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable: Proposal meets the requirements of the solicitation Unacceptable: Proposal does not meet the requirements of the solicitation Scope of Work: This is a non-personnel service contract to provide service of Operation and Maintenance Services for forward Operating Site (FOS) at Camp Carroll, USAG Daegu. Place of Performance: Area IV Period of Performance (POP): Base Year 1 Jan 19 - 31 Dec 19 Option Year I 1 Jan 20 - 31 Dec 20 Contract Type: A Requirements with Firm Fixed Price (FFP) and Requirements CLINs Type of Contract FACTOR A. TECHNICAL: Sub-Factor 1- Contractor's Business Registration: The offeror shall be evaluated on a copy of Contractor's current and valid Environmental Construction Business Registration (환경전문공사업등록증) issued by the ROK Government. Sub-Factor 2- Contractor's Prior Experience: The offeror shall be evaluated on provided the Contractor's Prior Experience. The offeror shall provide evidence of at least two (2) years of prior experiences in preventive maintenance and repair services in the Water Plant or Sewer Treatment within the last five (5) years from the issuance date of this solicitation. The offeror shall provide evidence of prior experience in the following format: - Title of the contract/Project - A detail description of work completed - Length of contract/Project (year/month/date - year/month/date) - Value of contract/project in KW for total amount - Complete name, phone number, and E-mail address of point of contact at Client Organization (Company) or Requiring Activity (RA) Sub-Factor 3 - Key Personnel: (1) Contract Manager (CM): The CM shall have a current and valid license in Engineer for Water Pollution Environmental (수질환경기사) issued by Human Resources Development of Korea (한국산업인력공단) and shall have at least two (2) years of experiences as a CM in water or sewer treatment facility within the last five (5) years from the issuance date of this solicitation. (2) Water and Waste Water Treatment Plant Operator: The Water and Waste Water Treatment Plant Operator shall have at least two (2) years of experiences in repair and maintenance of water or waste water treatment facility or plant within the last five (5) years from the issuance date of this solicitation. (3) HVAC Mechanic: The HVAC Mechanic shall have a certified Craftsman Air-Conditioning and Refrigerating Machinery (공조냉동기계기능사 자격증 또는 그 이상) issued by Human Resources Development of Korea (한국산업인력공단) and shall have at least two (2) years of experiences in mechanical repair and maintenance of HVAC systems within the last five (5) years from the issuance date of this solicitation. (4) Skilled Facility Repair Craftsman: The Skilled Facility Repair Craftsmen shall have at least two (2) years of experiences in wall board, plumbing fixture, electricity, tile, and masonry repair services within the last five (5) years from the issuance date of this solicitation. *The resume must clearly identify information as required below: - Name of CM, Water and Waste Water Treatment Plant Operator, HVAC Mechanic and Skilled Facility Repair Craftsman - Description of qualifying work experience - Length of contract/project (year/month/date - year/month/date) - Value of contract/project for total amount - Phone number and full name of employer and validating personnel - A copy of certification (if applicable) FACTOR B. PAST PERFORMANCE FACTOR C. PRICE Proposal Period: The Government anticipates releasing the solicitation on 16 Oct 18. The solicitation will be issued via Federal Business Opportunities (FBO) website (https://www.fbo.gov/). THIS PRE-SOLICITATION NOTICE IS FOR PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON 16 OCT 18. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL.
