Description

Sources Sought Information Form 1) Experience: Using the Sources Sought Information Form, submit a maximum of five (5) projects describing the following: Describe the government or commercial contracts/projects your firm has completed in the last 5 years showing your experience in the construction, alteration and repair of existing facilities similar in size, scope, and complexity as indicated in this announcement. For purposes of this analysis, a relevant project is further defined as the contract being awarded under the relevant NAICS (236220), an administrative facility (office building) or warehouse/storage building with a minimum size of 15,000 sf in a single building. At least one of the relevant projects submitted shall demonstrate experience in repair or alteration of multiple buildings or storage facilities on one site and under one contract. Each project submitted shall detail all trades performed in house and all trades subcontracted. Construction must be complete as of the date of submission, and projects completed prior to 1 February 2013 will not be considered. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; contract or subcontract value; type of contract; if design-build; contract completion date; Contracting Officer and Technical point of contact including phone number and email; and a brief narrative description of the product/services provided by your firm. The form shall include sufficient project description to determine if the project meets the definition of a relevant project. Identify which supervisory positions (Super/QC/SSHO/PM) and trades were performed in house and the value of subcontract work per project (by percentage of total cost of the contract). If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. Offerors are still limited to a total of five (5) total projects combined. 2) Bonding capacity: Provide the name of the Surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3) This contract covers work at Naval Base Coronado which includes: NAVAL AIR STATION NORTH ISLAND (NASNI), NAVAL AMPHIBIOUS BASE CORONADO (NAB), SILVER STRAND TRAINING COMPLEX (SSTC), NAVAL OUTLYING LANDING FIELD (NOLF), IMPERIAL BEACH, MOUNTAIN WARFARE TRAINING FACILITY, LA POSTA, CAMP MORENA, LA POSTA, SERE REMOTE TRAINING FACILITY, WARNER SPRINGS, NAVAL AUXILIARY LANDING FIELD (NALF), SAN CLEMENTE ISLAND (SCI) 4) Identify whether your firm is a SBA certified 8 (a) and exit date; SBA certified HUBZone, Service Disabled Veteran Owned Small Business, Women-owned Small Business, Small Business Joint Venture (J/V), or SBA Mentor Protege, and/or any other Small Business concern. Please respond to this SMALL BUSINESS sources sought announcement by 1:00 p.m. Wednesday, 31 October 2018 to Naval Facilities Engineering Command Southwest, FEAD Coronado, Attn: Genard Cayanan, Contact Specialist, via Email at genard.cayanan@navy.mil. Responses received after the deadline or without the required information may be considered unacceptable and may not be considered. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC-SW will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a), HUBZone, Service Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Joint Ventures (J/V), and/or Mentor-Protege (MP), or any other Small Business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. This Sources Sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
