Description
The FAA has a requirement for helicopter charter services for the Air Route Surveillance Radar (SLC ARSR) in Salt Lake City Facilities. See Scope of Work below. The Purpose of this market survey is to determine the market conditions for helicopter charter services at the Salt Lake City ARSR. The results of the market survey will be used to determine the appropriate business size set-aside for the requirement. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. All interested Vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Vendor ™s Market Survey/Request for Information submissions will be solely at the interested Vendor ™s expense. Please email your interest in this requirement by Wednesday, October 24th, 2018 to the Contract Administrator, Karen McIvor: Karen.CTR.McIvor@faa.gov. Include in your email submission the following information: -Name and Location of Company -Business Size (Small, 8(a), SDVOSB, Large, etc.) -Point of Contact with phone number and email NAICS CODE #: 481211 LOCATION: Salt Lake City area. SCOPE OF WORK: Contractor shall provide round trip helicopter service for FAA Government employees and/or freight to to/from Sky Park or Morgan Municipal Airports to/from Salt Lake City Air Route Surveillance Radar (SLC ARSR) or the Salt Lake City Field Maintenance Party (SLC FMP) Garage located on Francis Peak These services must include fuel surcharges and pilot fees. This is a 24/7 facility however employees will generally access the site during standard business hours of 6:00 a.m. and 6:00 p.m., seven (7) days per week. Emergency services are defined as other than standard business hours between 6:01 p.m. and 5:59 a.m. While it is rare, the Radar facility may need restorative service performed at times other than standard business hours. General Information: CLIN001 “ ROUNDTRIP HELICOPTER SERVICE TO OR FROM SLC ARSR: Contractor shall coordinate date and time for scheduling standard service with the FAA Point of Contact. CLIN002 “ ROUNDTRIP EMERGENCY HELICOPTER SERVICE TO OR FROM SLC ARSR: Contractor will be available within 2 hours for an emergency call-out. CLIN003 - ROUNDTRIP HELICOPTER SERVICE TO OR FROM FMP GARAGE: Contractor shall coordinate date and time for scheduling standard service with the FAA Point of Contact. CLIN004 “ ROUNDTRIP EXTERNAL LOAD CHARGE (SLING LOAD): Contractor shall charge this line when equipment requires a trip of its own via a sling load (outside the cabin). Qualifications: The helicopter company must have flexible aircraft resources to occasionally transport up to 5 technicians with their tools and equipment for a combined weight of 1000-1200 lbs a payload. The FAA will routinely have 1-3 technicians with their tools and equipment access the site per trip for a combined weight of 200-700 lbs a payload. 1.Have expertise in landing and taking off above 9,600 ft MSL as validated by their assigned POI. 2.Be capable of transporting 1-5 technicians per trip. 3.Be capable of transporting external load operations up to 2,000 lbs when necessary. Aircraft must be capable of landing and taking off out of ground effect at 9,600 ft MSL and zero degrees Celsius outside air temperature.
