ATTACHMENT 6 TERMS AND CONDITIONS ATTACHMENT 5 J&A ATTACHMENT 4 Pier Papa Contractor Lay Down ATTACHMENT 3 NOTICE FOR FILING AGENCY PROTESTS ATTACHMENT 2 SPECIFICATION ATTACHMENT 1 SCHEDULE OF SUPPLIES Main Propulsion Diesel Engine (MPDE) preventative maintenance and repairs CGC JAMES (WMSL 754) and HAMILTON (WMSL 753) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-100 (Aug 2018), and as supplemented with additional information included in this notice. The NAICS code for this solicitation is 811310. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b),and the resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13. The U.S. Coast Guard Surface Forces Logistics Center plans to enter into a contract on the basis of other than full and open competition with MTU America Inc, 39525 MacKenzie Drive, Novi, MI 48377-1602. It is the Government's belief that MTU America Inc., is the only known source capability of preforming the work. Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. Note: no drawings, specifications or schematics are available from this agency. SCHEDULE OF SUPPLIES/SERVICES: See ATTACHMENT 1. DESCRIPTION OF WORK: This is a Request for Quote (RFQ) for the Main Propulsion Diesel Engine (MPDE) preventative maintenance and repairs of CGC JAMES (WMSL 754) and HAMILTON (WMSL 753) home moorage in North Charleston, SC consisting of items in accordance with the attached specification, ATTACHMENT 2. Scope of work shall include preventative maintenance and repair associated support work, and may include work that is not currently listed as Definite or Optional Items. A full list of contract line item numbers and items, quantities, and units of measure, including options, is includes as ATTACHMENT 1, Schedule Of Supplies/Services. The Contractor shall furnish all the necessary labor, material services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform the maintenance in accordance with the solicitation, and attached specification. Failure to read the specification in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. All proposals submitted in response to this solicitation shall stand firm for 120 calendar days from the close date of the solicitation. PIER RESTRICTIONS: Base Charleston has put into effect new pier restrictions. These new restrictions do NOT allow contractor to park vehicles, CONEX boxes, or other equipment and materials on the pier. Contractor will be required to utilize a lay-down area off the pier. See ATTACHMENT 4, Base Charleston Lay-down Area. Contractors are encouraged to conduct a ship check or submit a request for clarification for additional information regarding this restriction. CONTRACT PERIOD OF PERFORMANCE : The performance period for this requirement is CGC JAMES 12/10/2018-12/21/2018 CGC JAMES 04/23/2019-05/07/2019 CGC HAMILTON 07/23/2019-08/06/2019 All work under this contract will be performed onboard the respective cutter at the vessel's home moorage in North Charleston, SC.
