Description
This prospectus offers the successful applicant(s) authorization to obtain a Special Use Permit (SUP) to operate a commercial portage on National Forest System lands that provides assistance to people transporting their watercraft across Prairie Portage in the Boundary Waters Canoe Area Wilderness (BWCAW) on the Superior National Forest (SNF). This is a unique business opportunity because the BWCAW is one of the most popular wilderness areas in the country and receives approximately 150,000 visitors each year. To accommodate the high recreational use, the BWCAW contains 67 entry point locations with access to over 1,200 miles of canoe routes, 12 hiking trails, and nearly 2,000 designated campsites. Opportunities for canoeing, kayaking, camping, hiking, fishing, and hunting abound in summer and fall. The portage provides an over-land route around a dam and waterfall between Sucker and Basswood Lakes within the BWCAW. The legal description for the portage and associated facilities is Township 64 North, Range 9 West, section 2 of Lake County, Minnesota. The permit holder and/or their employees will be located at the portage during approved operating hours and will provide portage services to those parties requesting the service for fees authorized by the Special Use Permit. Portage service includes the transporting of client’s watercraft and gear over the portage. The permit holder will be required to provide this service at a reasonable fee for the type of assistance being offered. The permit holder must have the capability to transport watercraft typically used on Sucker and Basswood Lakes across the 0.4 mile portage with or without assistance from the public. Watercraft size limitation: Other than canoes, watercraft crossing the portage are limited to 18 feet or less. The operating season is typically between May 1 and October 15. Over the past three years, the concession has generated gross revenues as shown in Table 1: Table 1.
