Description
NOTICE OF INTENT TO SOLE SOURCE Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-19-NWWE00004 Project Title: iNotify-EC System The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Communications & Power Engineering, Inc, using the procedures in FAR Part 13, to provide the iNOTiFY-EC system with technical supports for 6 months to enable the development of integrated Impact-based Decision Support Services (i-IDSS). The Contractor shall provide the following evaluation iNOTiFY-EC system and supports for 6 months: •Provide one (1) iNOTiFY-EC system including one (1) fully configured i-NOTiFY-EC server with iNOTiFY-EC software and 5 iNOTiFY-EC server images that can run on 3+ servers. •Provide one (1) ChatterBox-Solo appliance and one (1) SAI/headset for use with the iNOTiFY-EC system. •Provide onsite iNOTiFY-EC system installation within the NWS development lab at NWS headquarters in Silver Spring, MD, and onsite familiarization training for the NWS development team. •Provide six (6) months of phone/email/Webex iNOTiFY-EC operations support to NWS development team during the six-month evaluation period. •Provide remote assistance to define how the iNOTiFY-EC system can be extended to support Emergency Manager Interfaces through laptop and mobile devices. The Communications & Power (CommPower) Engineering is the sole company in the industry that provides and offers the iNOTiFY-EC weather/warning broadcast system capabilities as a Commercial Off-The-Shelf (COTS) product and system. This comprehensive solution continually gathers weather, warning and forecast data and creates customized cyclic audio broadcasts for hundreds or even thousands of geographic listening areas through weather radios and IP-based communication network. In addition, this solution has an extending capability to support the interfaces with Emergency Managers through laptop and mobile devices. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541512 with a business size standard of $27.5M. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Natasha Thieman (Natasha.Thieman@noaa.gov). All electronic correspondence shall have the subject line read: Announcement Number: Project Title. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on October 30, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from October 25, 2018 to October 30, 2018.
